SUMMARY OF JOB DESCRIPTION
R4D’s Accountability and Citizen Engagement (ACE) team empowers citizens and civil society to hold governments, institutions and service delivery providers accountable. R4D’s Accountability and Citizen Engagement practice is built to strengthen five essential components of good governance for better health, education, and nutrition:
- High levels of citizen empowerment and participation: We support the ability and approaches that citizens themselves can use to voice their perception and experience with services and governance and to be involved in actions to improve their health, education, and nutrition services.
- High capacity and empowered civil society: We work with civil society organizations to improve their capacity to serve as key intermediaries and brokers for citizen involvement in education, health and nutrition.
- Spaces and opportunities for civil society and government to interact productively: We facilitate collaboration and dialogue between citizens and governments. This could include helping government institutions design mechanisms to solicit and act on citizen feedback.
- Strengthened open governance programs and initiatives: We strengthen government-led programs that seek to improve transparency and reduce corruption in government functions, including by analyzing impact and conducting costing analysis.
- Better understanding of incentives and accountability ecosystems: We analyze the full ecosystem to help citizens, civil society organizations and governments understand how to make positive change happen in a complex environment.
R4D is seeking a Program Officer (PO) to join ACE’s Leveraging Transparency to Reduce Corruption (LTRC) program. LTRC seeks to understand best ways to limit corruption in the extractives sector through open governance reforms (transparency, accountability, participation- TAP) adapted to context. R4D, in collaboration with country partners, is currently developing strategic approaches to tackle corruption risks, both globally and in specific countries (Nigeria, Peru and Mongolia).
The successful applicant will manage the implementation of LTRC projects and research in these countries. We are seeking a strategic, independent, and creative individual to help us move forward our work in this exciting initiative.
- Strong research coordination experience
- Strong project and team management experience.
- Experience working on governance issues, particularly transparency, accountability or participation (TAP) approaches.
- Strong research and analytical skills.
- Experience managing relationships with external partners
- Strong verbal and written communication skills
- Strong organizational skills, and an attention to detail.
- Experience working or knowledge of governance issues specific to the extractive sector
- Proficiency in Spanish

DUTIES AND RESPONSIBILITIES
Responsibilities of the PO will encompass leading a range of project and team management and research tasks.
Program Management responsibilities:
- Coordinate project management and administrative tasks with other team members, including the development, monitoring, and updating of workplans and financials for the program.
- Manage a team of staff from R4D and partner organizations for research projects in selected countries
- Manage relationship with implementing and research partners in-country
- Foster current and future collaborative relationships with country and technical partners
Analysis, research and knowledge management responsibilities:
- Manage research design and implementation processes
- Develop research standards or protocols for various types of mixed research methods
Perform other research and program management duties as necessary
What are we looking for:
- At least five (5) years of relevant work experience in a research institution, government, bilateral or multilateral development agency, consulting firm, NGO, or think tank. We consider experience accrued while enrolled in graduate school
- Previous experience with project and team management
- Previous experience engaging technical partners and consultants
- Familiarity with the open governance and accountability space
- Previous program and research design and implementation experience in-country
- Ability to work independently
- Full professional fluency in written and spoken English.
QUALIFICATIONS and EXPERIENCE
Summary of Qualifications:
The PO must be able to function flexibly and independently and have a strong commitment to excellence and attention to detail. The ideal candidate for this position will be a highly motivated individual with outstanding credentials, analytical ability, administrative, project management, research, and communication skills.
- MA/MS with a strong academic record in public administration, public policy, public health, or related discipline
- Work experience managing project and teams with pressed deadlines
- Work experience with governance, accountability and citizen engagement approaches in Latin America, Asia, or Africa.
- Work experience or knowledge of research methods.
- Structured thinker with excellent analytical skills
- Ability to describe technical problems and solutions to a non-technical audience
- Strong writer and oral communicator in English, with a proven track record of preparing compelling presentations and written reports
- Experience working within a multi-disciplinary team including researchers, analysts, and other program managers
- Enthusiasm, energy, professionalism, and composure under pressure
- Flexibility, entrepreneurial work ethic, and ability to manage multiple tasks efficiently
- Attention to detail
- Ability to set priorities and handle multiple, competing time and resource demands
