JOB SUMMARY


Population Services International Cameroon is the local branch of Population Services International (PSI), the world's leading non-profit social marketing organization.

In Cameroon, PSI works alongside MINSANTE to improve the quality of life of vulnerable populations by making health products and services accessible and available, and by taking action in the fields of sexual and reproductive health, malaria prevention and treatment, child survival, HIV/AIDS prevention, prevention of non-communicable diseases and public health event management.

Under the supervision of the PSI Country Representative, the Director of Administration and Finance (DAF) plans, coordinates and implements PSI Cameroon's strategic orientations in administrative, accounting and financial matters, ensuring the efficiency, transparency and integrity of the financial information and operations produced. He is responsible for directing and providing technical support to financial management teams and sub-recipients, thus ensuring the highest level of compliance and financial accountability in all PSI Cameroon units.

WORKING CONDITIONS

Travel requirements: 26-50%


The position is based in Yaoundรฉ.


The Program Director is required to travel at least once a quarter to supervise and support activities in all regions where PSI Cameroon operates. The incumbent will be placed on a salary scale in line with PSI Cameroon standards, and will benefit from local or international training to strengthen his/her skills, subject to the platform's financial resources.

COORDINATION (25%)

Ensure effective and efficient program coordination.Ensure coordination of operations and management of human, technical, financial and administrative resources of the projectsCoordinate the effective recruitment, orientation and management of projects staff.Coordinate liaison with external agencies and government regarding programs and donors.

TECHNICAL (20%)

Contribute to the strategic vision of PSI Cameroon and collaborate with the Country representative to ensure that sound internal controls and project management processes are implemented in accordance with PSI; donor requirements and Cameroon rules and regulations.Coordinate projects design and implementation in alignment with the projects key objectives and expected outcomes.Coordinate internal and external projectsโ€™ planning and reporting, including projectsโ€™ annual work. Implement the strategic plan through the corresponding operating plan and budget.
Collaborate with the Country Representative and other staff to ensure the development, implementation and evaluation of all projectsโ€™ plans.
Ensure the development and follow-up of quarterly operational plans for each project.
Prepare, with the support of the other directors and project managers, the annual budgets for the platform's projects.
Contribute to the preparation of the programmatic cost budget.
Supervise the preparation of the project annual budgets.
Ensure the preparation and timely submission of complete and reliable activity reports to the Country representative and donors at headquarters.
Help organize PSI Cameroon meetings, departments or conferences.
Attend committee meetings and any other events deemed necessary by the Executive Director.
Ensure compliance with PSI Cameroon's internal regulations.

Participate in the mobilization of resources for the platform, based on prospective analyses, by defining short-, medium- and long-term needs in relation to the duration of projects, with a view to ensuring the sustainability of PSI Cameroon.

REPRESENTATION (10%)

Represents PSI Cameroon in all social activities of the organization, and acts as second-in-command to Country representative. Take part in strategic platform meetings.
Represent the Programs Department in all activities within the platform and externally.

TEAM MANAGEMENT AND COACHING (10%)

Coach and support all projects staff within the limits of acquired skills.
Organize the work of teams and define their objectives.
Supervise and coordinate the implementation activities of supervisees.
Manage the performance of team members, and create opportunities for career success for all.
Motivate and retain teams.

QUALIFICATIONS

Educational requirements

Master's degree (or international equivalent); at least a 4/5-year degree in management or other development-related discipline required.

Experience required

At least ten years of cumulative experience in project, team and resource management required.
At least five years' experience in a similar position or equivalent.

Knowledge, skills and abilities

Program Support Management.
Experience in program support and operational planning.
Good administrative and financial management skills in a complex international environment.
Experience in subcontract management and capacity building.
Good command of IT tools and Safety and Security activities.
