Setting and ReportingOn 29 May 1948, the United Nations Security Council, in its resolution 50 (1948) called for a cessation of hostilities in Palestine and established the first peacekeeping mission headed by a UN Mediator with the assistance of a group of military observers to be known as the United Nations Truce Supervision Organization (UNTSO). UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSOโ€™s mandate covers five countries, including Egypt, Israel, Jordan, Lebanon, and the Syrian Arab Republic. This position is located in the Supply Chain Management Unit, UNTSO Headquarters, Jerusalem. The Procurement Assistant reports to the Procurement Officer. ResponsibilitiesUnder the overall direction of the Procurement Officer, the Procurement Assistant performs the following duties: โ€ข Reviews, records and prioritizes purchasing requests and obtains additional information/documentation as required; provides assistance to requisitioners in preparing scope of work and specifications of goods and services; proposes product substitutions consistent with requirements to achieve cost savings; determines the availability of funding sources. โ€ข Identify and recommend sources of procurement; interview potential suppliers. โ€ข Produces tender documents (e.g. Invitations to Bids, Requests for Proposals and Requests for Quotation) based on the nature of the requirements and cost of procurement involved. โ€ข Prepares abstracts of offers and compile data contained in quotations, proposals and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible with due consideration to quality, delivery time, prompt payment and other discounts, transportation costs, etc. โ€ข Enters into negotiation of terms and conditions of orders under the guidance of Procurement Officers; obtains credit and other information on proposed suppliers. โ€ข Finalizes purchase orders and contracts for approval by the Procurement Officer; may authorize purchases in line with delegated signature authority, and, if required, prepares submission to the Contracts Committee for review and subsequent approval by the authorized official. โ€ข Resolves issues/problems related to delivered goods, including discrepancies between purchase orders and items/quantities shipped or received; prepares and signs Return to Vendor forms for unacceptable and/or damaged goods received. โ€ข Maintains relevant internal databases and files; keeps track of any contractual agreements, direct provisioning contracts, etc. and informs affected users of contractual rights and obligations. โ€ข Researches, retrieves and presents information from a variety of internal and external sources on sources of supply, vendors by commodity, etc., as well as obtain specifications for new products and equipment on the market. โ€ข Drafts a variety of correspondence. โ€ข Supervises and assigns and reviews the work of more junior staff. โ€ข Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. โ€ข Assists with visualizations and updating information material such as web pages or brochures. โ€ข Performs other duties as assigned. Supplementary courses or additional training in administration and procurement is desirable Work Experience-A minimum of (7) seven years of experience in procurement, administrative services or related area is required. -Experience in public sector procurement or related administrative processes and procedures is Required -One year or more of experience in data analytics or related area is desirable. -Experience in the use of procurement information systems such as SAP is desirable. -Experience in procurement, contract management, contract administration or logistics and supply chain management or related area is desirable. -Experience in conducting public tender exercises is desirable. -Experience in the UN System or comparable international organization is desirable. LanguagesEnglish and French are the working languages of the United Nations.
