Your team
Within the Directorate Central Route Charges Office and Finance, the Procurement Unit is responsible for managing the Agency processes and services related to procurement of goods and services, and establishing contractual agreements in a timely, effective and transparent manner, with appropriate consultation with key Agency stakeholders and internal business partners.
The Agreements and Licences section of the Procurement Unit (CF/PROC) is responsible for handling all legal matters related to agreements and licensing activities with EUROCONTROL's stakeholders. This section plays a vital role in providing legal advice and guidance in these areas.
We are seeking two motivated individuals to join our Procurement Unit and take on responsibilities in two critical services; in Agreements & Licences and in Procurement.
Your role
Your role will be to:
Agreements & Licences:
- Coordinate, draft and negotiate various agreements such as Support to States, cooperation, non-disclosure and copyright agreements that EUROCONTROL concludes with public and private entities and with other International Organisations.
Procurement:
Assist in and execute procurement procedures and contract preparation falling under the scope of the EUROCONTROL Contract Regulations. Analyse requests from technical managers and provide guidance and advice on the procurement procedures to be followed and establish purchase agreements, or, where appropriate, sales agreements in accordance with the existing regulations and practices to ensure requestors receive the most effective services or goods based on their specifications. Consult suppliers (using various procurement procedures, e.g. call for tenders, request for quotations, etc.) to obtain best prices and commercial conditions, and ensure acceptance of applicable general terms and conditions as well as other specific requirements. Prepare contracts and purchase orders using existing templates. Present draft call for tenders and/or contracts to the relevant internal approval committees. Conduct independently negotiations with suppliers for contractual terms for standard non-complex projects and terms.Carry out any other task in line with the main purpose of the job including improvement actions.
Required qualifications, experience & competencies
Completed university studies of at least 3 years (Bachelorโs degree) in Law and professional experience of 1 year or completed university studies of 4 years (Masterโs degree) in Law. In addition to the above, minimum 1-year relevant experience, preferably acquired in a public sector organisation. Experience in legal drafting including agreements or contracts. Experience in handling contractual agreements throughout their lifecycle, from initial signing to post-execution. Experience or understanding of public procurement in a public sector organisation. Drafting skills in English. Knowledge of the procurement working methods of an international organisation or public service would be an advantage.
