The Procurement Analyst, based in Port Sudan, reports directly to the Supply Chain Management Specialist, under the overall oversight of the Deputy Representative and the guidance of the International Operations Manager. Job Purpose:
In the context of Sudanโs ongoing humanitarian crisis, the Procurement Analyst plays a critical role in ensuring the timely, efficient, and compliant procurement of goods and services that are essential to delivering lifesaving interventions, including reproductive health commodities and emergency supplies.
The Procurement Analyst will ensure that procurement is aligned with UNFPAโs policies, donor requirements, and emergency procurement frameworks, while also supporting capacity building of staff and national partners. The incumbent will work closely with programme, operations, and supply chain teams, and liaise with regional and HQ procurement units as needed.
You would be responsible for:
A. Overseeing and planning procurement activities:
Overseeing all procurement activities in the CO and ensure the most economical and timely delivery of complete procurement portfolio by use of relevant procurement process. Coordinate the preparation and implementation of the country office Procurement Planning and provide Programme Teams with guidance on specifications and supplies costing. Coordinate and follow up with Programme Teams on budget availability and Supply Plan updates. Coordinate with the Logistics Team on supplies in the pipeline and delivery dates.ย Oversee, coordinate and conduct procurement activities for the Country Office, and follow up on REQ and Receipt creation.ย Coordinate with the operations team that Supplier evaluation and contract management activities are conducted in a proper manner.ย In close collaboration and coordination with the programme and operations team, ensure all contracts for professional services are monitored and implemented in a timely manner. Closely monitor the effectiveness of internal processes and procedures and suggest changes for improvement and/or facilitate the development of Standard operating procedures (SoPs) where necessary. Keep the CO abreast of latest developments in Policies and Procedures and provide support to the CO learning initiative. Participate in internal programme/operations meetings to provide technical guidance relating to procurement. Facilitate communication and information exchange between the CO and UNFPA SCMU in Copenhagen by ensuring timeliness, adequacy, relevance and quality of procurement support to the country.B. Conducting procurement process related to humanitarian response:
Conduct Solicitation Processes for humanitarian response supplies and services in accordance with the procurement procedures on behalf of CO; Consult with requestor on specifications, advise on best practices and initiate procurement process. Conduct market research to identify potential suppliers for goods and services to be procured in the specific humanitarian crisis. Prepare RFQs/ITBs/RFPs for the specific procurement cases and ensure that the documents are in line with UNFPA Procurement Procedures. Debrief unsuccessful bidders, if required and resolve issues and problems that may arise as a result of disqualification. Review and submit cases to the applicable Award Authority.ย Ensure that all procurement actions are undertaken in the most effective and efficient manner and carried out in accordance with prevailing UNFPA Policies and Procedures. Provide guidance and assistance in emergency and regular procurement procedures Process, issue and manage Purchase Orders UNFPA ERP system of UNFPA after ensuring completeness of the requests to reflect vital details and confirming that the most cost effective proposals are selected and communicated.C. Coordinating and managing UNFPA inventory:
Coordinate with the Logistics Team on supplies in the pipeline and delivery dates and any relevant logistics operations including cold chain requirements when applicable, storage, transportation and distribution/dispatching. Coordinate to ensure information in the shipment tracker and CO tracking tools is accurate and up-to-date at all times; Lead and coordinate the periodic physical count of inventories items; conduct monthly verification of inventory records in shipment tracker and supporting documentation. Contribute to the management of UNFPA assets and facilities, including insurance requirements. Actively participates in procurement and logistics related inter-agency meetings and working groups to ensure that UNFPAโs interests are reflected in common system activities related to logistics. Establishes and maintains working relationships with procurement/technical colleagues in other UN agencies; collaborate and coordinate with other UN agencies and partners regarding contracts, LTAs, MoA, SLA, etc. Maintains up-to-date and complete records, documentation and filing of all procurement processes.D. Carry out any other duties as may be required by UNFPA leadership.

Advanced university degree (Masterโs) in Business Administration, Procurement, Logistics, Supply Chain Management ย
Knowledge and Experience:ย
2 yearsย ย field experience inย humanitarian/emergency settings Managing medical supplies in emergency settings is an advantage Experience and knowledge with UN systems, especially UNFPA is an advantage. Excellent communication skills and ability to work in stressful environments, strong leadership skills also highly desired. Good knowledge of humanitarian response. Proficiency in current office software applications, web-based management and ERPย financial systems;ย Familiarity with the Quantum & Quantum+ modules is considered an asset.Languages:ย
Proficiency in Englishย isย required. Proficiency in French is desirable for Chad Corridorย Knowledge of Arabic and other relevant local language is an asset.Required Competencies:ย
