Under the overall guidance and daily supervision of the Procurement Specialist, the Procurement Analyst provides leadership in execution of procurement services in BU ensuring their effectiveness, transparency, and integrity. S/he promotes a client-focused, quality, and results-oriented approach in the Unit.
The Procurement Analyst works in close collaboration with Operations, Programme and Project teams in the Business Unit, Region and UN Women HQ as well as with Government officials to deliver information, provide advisory support, and resolve complex procurement-related issues.

Scope of Work
1. Contribute to the ย implementation of innovative and sustainable procurement strategies and policies aligned with principles of fairness, integrity and transparency to achieve best value for money.
Ensure full compliance of procurement activities with UN Women rules, regulations, policies, and strategic priorities through implementation of effective internal controls and proper functioning of UN Womenโs clientโoriented procurement management system. Elaborate/establish internal procurement Standard Operating Procedures (SOPs), map BU procurement business processes, and help manage workflows in Procurement Unit with supervisor.ย Analyze and propose cost-saving and cost-reduction strategies for designated units and offices, programme presence offices and the organization at large; Conduct periodic expenditure analyses to support the development of category management strategy, which shall account for establishment of long term/strategic relationships with key suppliers for recurring supplies and services; Conduct research to provide input to the formulation and implementation of the BU contract strategy that includes tendering processes and evaluation, managing the contract and contractor, legal considerations and payment conditions; and strategic procurement that includes sourcing strategy, supplier selection and evaluation, quality management, and cost reduction strategies. Use effective oversight tools to monitor and track procurement progress and compliance.2. Coordinate the efficient management of procurement processes for business units ย and projects and collaborate with other UN Agencies.
Consolidate procurement requirements and prepare procurement plans for designated units, establishment of the deadlines and monitoring of their implementation; Oversee procurement planning process and ensure compliancy; Conduct analysis and quality assurance of procurement plans for designated offices during the WP preparation and monitoring exercises; Organize and facilitate procurement processes that include preparation and conduct of RFQ, ITB or RFP, and the receipt and evaluation of quotations, bids or proposals in full compliance with UN Women rules and regulations.ย Prepare submissions to procurement review committees (HQ-PRC/R-PRC/L-PRC).ย Prepare Purchase/Contract Orders according to applicable policies and procedures.ย Manage procurement contracts and, upon delegation of authority, perform the functions of approving authority in the corporate ERP, if and when applicable; Implement internal control systems that ensure purchase orders/contracts are duly prepared, dispatched, and corrected on a timely basis when there are budget check errors or other problems. Implement harmonized procurement services, manage the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement across the region.3. Implement a sourcing strategy and e-procurement tools to find the best value in the marketplace and align purchasing strategy to project and BU goals.
Develop and manage a roster of suppliers, elaborate supplier selection and evaluation, quality and performance measurement mechanism; Manage procurement functions through the e-procurement systems and related online tools. Coordinate with stakeholders on training and implementation of functions/modules of the e-procurement solutions in RO and field offices. Lead and/or participate in business process automation and optimization activities to enhance effectiveness of procurement processes.4. Facilitate procurement knowledge building and knowledge sharing in UN Women.
Monitor procurement activities and report as required to management on trends and practice; Participate in the organization of training for the operations and programme staff on Procurement; Develop and support the development of training materials, webinars and other education materials; Synthesize lessons learned and best practices in Procurement; Contribute to knowledge networks and communities of practice. Track implementation of Audit recommendations related to procurement.5. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Minimum Requirements:
Education and Certification:
Masterโs degree or equivalent in Business Administration, Public Administration, Finance, HR, or related field is required.ย ย A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.ย CIPS level 3 or another procurement certification is an asset.Experience:
A minimum of 2 years of progressively responsible professional experience in Procurement is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, and experience in handling of web-based management systems is required.ย Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is required. Experience in procurement withย an international organization or in a UN Agency is desirable.Languages:
Fluency in English is required. Fluency in Spanish or French is desirable. Knowledge of another official UN language is desirable.Statements :
