The Position:
Under the direct supervision of the Reproductive Health Program Specialist โ Head of health unit, and in close cooperation with National Program Officers RH maternal health, EmONC, Gender and PD, theย Family Planning Analyst will work synergistically on formulation and design of the assigned country programโs reproductive health with emphasis on family planning programming. S/he contributesย to managing the assigned program and provides significant contributions toย the design, implementation, monitoring, and evaluation of reproductive and maternal healthย programs/activities. S/He is expected to largely contributeย to RH monitoring and evaluation, report writing, and documentation. The incumbent efforts will combine with different program areas in UNFPA Sudan country office to contribute toย the country program action plan outcome, and outputs, as well as the UNFPA global strategic plan.

Job Purpose:
Theย family planning specialist will provide technical leadership in family planning programs, ensuring high-quality programming and policy implementation in Sudan. The role includes designing, implementing, and monitoring family planning and SRH projects, conducting assessments and research, and strengthening the capacity of national health systems and frontline health workers to deliver high-quality care.
S/he will also work closely with partners to integrate family planning into broader SRH, gender, and humanitarian response programs, ensuring the sustainability and effectiveness of UNFPA-supported interventions.

In collaboration with Government counterparts, NGOs, and other partners, contributes to the formulation and design of the reproductive health program with emphasis on Family Planning (FP) programming, in both humanitarian and development contexts, aligned with the country programme and national priorities, and in accordance with UNFPA programme policies and procedures. Analyzes and interprets the political, social, and economic environment relevant to reproductive health, with a focus on family planning and health systems strengthening. This includes mapping and assessing the broader landscape of stakeholders engaged in FP programming, and identifying opportunities for UNFPA support and intervention. Keeps abreast of policy developments and strategic shifts by analyzing key documentsโsuch as national strategies and development frameworksโand prepares technical inputs and briefing notes for policy dialogue and donor coordination. Leads and coordinates the implementation of assigned RH projects with a strong emphasis on results-based management and project cycle execution, including planning, budgeting, implementation, and closure in line with UNFPA procedures and donor requirements. Expedites and coordinates project execution by establishing collaborative working relationships with implementing partners, government counterparts, UN agencies, and UNFPA sub-offices. Ensures timely delivery of project inputs, supports capacity-building initiatives, and addresses training needs of partner staff and field teams. Leads the implementation and monitoring of activities supported by UNFPA Supplies, and promotes effective linkages between the government and development partners in support of national RHCS priorities. Supports coordination and alignment with national frameworks, sector working groups, and FP technical platforms. Develops and maintains a robust project management system, ensuring systematic tracking of deliverables, timelines, indicators, and budget allocations. Supports financial monitoring to ensure compliance with work plans and fund utilization targets. Designs and maintains a strong and innovative programmatic component for reliable and sustainable RH commodity security (RHCS) to support a wide range of SRH services, including FP, maternal and newborn health (MNH), prevention of mother-to-child transmission (PMTCT), adolescent and youth SRH (AYSRH), STI/HIV prevention, comprehensive post-abortion care, and emergency RH interventions in humanitarian settings. Supports the integration of RHCS with relevant national technical working groups (TWGs), including those focusing on Safe Motherhood, FP/Logistics Management, Adolescent Health, BCC/IEC, and HIV/STI prevention. Promotes replication of best practices at the state level and facilitates coordination mechanisms for improved RHCS performance. Leads and guides the forecasting and planning of RH commodity procurement at the federal and state levels, ensuring timely delivery and distribution to targeted health facilities and partners. Supports knowledge management by documenting current and emerging good practices, lessons learned, and innovations in RH and FP programming. Shares insights with colleagues, management, and partners to improve programming and strategic direction. Assists in advocacy and resource mobilization by preparing project summaries, donor profiles, speeches, talking points, and technical briefs. Represents UNFPA in relevant donor coordination meetings and public events, contributing to visibility and partnership building. Ensures compliance with donor requirements by supporting the development of timely, high-quality reports, case studies, and progress updates. Tracks donor commitments and deliverables to inform accurate and timely reporting. Collaborates with the reproductive health unit team members in developing and implementing monitoring and evaluation (M&E) plans, including clear indicators, baseline data, and reporting schedules. Conducts regular monitoring visits to project sites to assess quality of implementation, identify challenges, and document results. Prepares technical and financial reports to support evidence-based decision-making, contributes to annual and quarterly reporting processes, and provides timely updates for UNFPA corporate reporting systems and donor submissions. Follows up on all logistical, financial, and contractual arrangements related to the engagement of consultants, experts, and service providers involved in SRH programme delivery. Performs any other duties as assigned by UNFPA leadership to ensure the effective implementation and coordination of the sexual and reproductive health programme.Qualifications and Experience:ย

Advanced degree in Public Health, Medicine/Health Sciences or other related discipline.
Knowledge and Experience:ย
At least ย 2 years of increasingly responsible professional experience and responsibilities at the national level in the field of sexual and reproductive and maternal health, population activities. Proven experience in program/project management, including designing, implementing, and monitoring health interventions. Strong expertise in maternal health service delivery focusing on family planning. Experience in research, data analysis, and evidence-based decision-making. Knowledge of the health system in Sudan and experience working with government counterparts and international organizations. Strong understanding of humanitarian and emergency health response.Languages:ย
