Background Information - PSC

Peace and Security Cluster The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

Functional Responsibilities
Under the direct supervision of the Portfolio Manager, the functional responsibilities of the Associate Portfolio Support Officer shall include, but are not limited to, the following:
Support the Portfolio Manager in the design of projects and work plans as applicable Support the Portfolio Manager in monitoring implementation of project plans, tracking delivery outputs against project milestones and escalating any issues to the Portfolio Manager Support the Portfolio Manager by monitoring budgets and cash flow, reporting on expenditure to ensure that project deliverables are met Prepare project budgets and their revisions in collaboration with the Portfolio Manager and the Project Unit Alert the Portfolio Manager on any financial shortfalls or over expenditure; propose and prepare budget revisions and initiate corrective action as necessary Review and process Financial Agreements and other project documents, including but not limited through oU Projects (UNOPS Project Management platform) Monitor the reporting requirement of projects in the portfolio to the client; review and assist in finalizing project reports and submitting them on time Input and update accurate data and information into tracking sheets, dashboards, etc. to facilitate monitoring project activities Monitor all new developments of policy, rules and tools in UNOPS in relation to project implementation; communicate changes to the relevant personnel in the Project Unit in a timely manner Maintain records of project files and other supporting docs; monitor that filing in Project Units is up to date and compliant with PSC filing SOP Ensure accurate data and document entry into UNOPS ERP system and OneUNOPS Projects Raise PO’s, receipts and payments in OneUNOPS if required Compile and track project risks and issues, and follow up on implementation of mitigation plans and corrective actions Assist in coordinating the recruitment process for positions in the Project Unit, in collaboration with the HR team in field and/or the New York HR team Assist in coordinating/supporting procurement and grant processes in projects under the Project Unit Assist in drafting or reviewing contract and grant documents if required Participate in relevant Communities of Practice Support the compilation of lessons learned, SOP’s, best practices, etc. on all operational matters such as grant and contract management, etc. Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge sharing; assist in coaching new team members and field personnel, if needed Competencies Treats all individuals with respect; responds sensitively to differences and encourages others to do the same. Education and Experience
Advanced University degree (master degree or equivalent). Applicants do no require any professional work experience if they have a master degree First level University degree (bachelor degree or equivalent) with a minimum of 2 years of relevant experience in one or more of the following areas: project management, finance, procurement, or human resources Language
Fluency in English is required (reading, writing, speaking) Knowledge of another official UN language is desired
