Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    Introduction

    Policy specialist, just transitions, Priority action programme on just transitions towards environmentally sustainable economies and societies.

    The International Labour Organization (ILO) is a tripartite United Nations (UN) agency that brings together governments, employers and workers of its Member States to advance decent work and social justice throughout the world. The ILO promotes opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity. The ILO pursues the objectives of ensuring rights at work, encouraging decent employment, enhancing social protection and strengthening social dialogue in handling work-related issues.

    This position is located in the priority action programme on just transitions towards environmentally sustainable economies and societies. This action programme supports integrated measures for gender responsive and inclusive just transitions and foster greater coherence in multilateral initiatives. The strategy of the action programme is based on the ILO Guidelines for a just transition towards environmentally sustainable economies and societies for all and the resolution and conclusions concerning a just transition towards environmentally sustainable economies and societies for all adopted by the International Labour Conference at its 111th Session in June 2023. The action programme supports coordination of Office-wide efforts, synergies with work carried under different Programme and Budget outcomes, and promotes initiatives focusing on just transitions, climate action, circularity and related aspects, paying attention to the unequal impact of climate change and environmental change on workers, enterprises and groups in the most vulnerable circumstances including indigenous and tribal peoples and those displaced internally or across borders by natural disasters. Particular attention will be given to ensuring inclusive and just transitions in respect of those in the vulnerable circumstances.

    The incumbent works under direct supervision of the Director, Priority action programme on just transitions towards environmentally sustainable economies and societies.

    Description of Duties

    1. Identify priorities and evaluate the effectiveness of ILO resources, including knowledge and practical tools related to decent work and just transition towards environmentally sustainable economies and societies. Design or manage the development of tools, learning materials, guidelines or other resources to enhance staff and constituent knowledge needs on key issues related to decent work and just transitions towards environmentally sustainable economies and societies.
    2. Coordinate workshops, meetings and other events, using innovative methods, digital platforms and communication tools to identify needs. Develop and implement global and regional capacity development programmes, knowledge sharing and training events on just transitions.
    3. Support the development of just transition policies, initiatives, strategies and a range of original and evidence-based technical and policy knowledge products and tools responding to constituentsโ€™ needs and priorities and advancing just transitions towards environmentally sustainable economies and societies.
    4. Identify opportunities for technical and strategic partnerships on just transitions and related areas and develop new and reinforce existing partnerships and collaborative relationships with traditional and non-traditional partners of the UN system, other international organizations, private institutions, academia and civil society.
    5. Organize, facilitate and make technical contributions at seminars, conferences and other events. Represent and engage the ILO as a key player in meetings, conferences and forums concerned with strategies, policies or programmes in the field of just transitions.
    6. Conceptualize, formulate, discuss and submit development cooperation project proposals, taking into account regional, subregional, national priorities on just transitions and the need to position these within relevant cooperation frameworks. Provide technical backstopping for development cooperation projects and promote and facilitate coherence and knowledge sharing among projects.
    7. Support resource mobilization efforts to secure funding for new projects and activities in the field of just transitions. Ensure effective coordination with concerned headquarters departments and field offices.
    8. Perform other relevant duties as assigned.

      Required qualifications

      Education

      Advanced level university degree (Masterโ€™s or equivalent) in economics, law, social sciences, political science, sustainable development and/or environmental studies with a clear social development focus or other relevant field.

      A first-level university degree (Bachelorโ€™s or equivalent) in one of the afore-mentioned fields with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

      Experience

      At least seven years of experience, including at the international level, in providing technical assistance, policy advice and international good practices in matters related to the fields of climate and environmental change, green jobs, just transitions and sustainable development.

      Experience with ILO policies, strategies and tools pertaining to the promotion of just transitions in the context of climate and environmental change would be an asset.

      Languages

      Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of a second working language. One of these languages must be English.

      Competencies

      In addition to the ILO core competencies, the following is required:

      Excellent knowledge and understanding of theories, trends and approaches in the area of environmental policy in relation to decent work with the ability to plan, coordinate and guide the development and implementation of new concepts policies, techniques and procedures in response to evolving technical needs.

      Conditions of employment
