The International Commission on Missing Persons (ICMP) is a treaty-based international organization with headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating missing persons. Background to consultancy
ICMP will facilitate the convening of a Policy Coordination Group (PCG) for Missing and Disappeared Persons in Syria with the immediate goals of supporting Syrians to develop recommendations and a policy framework for a missing person process. The PCG Moderator will support the PCG in logistically and substantively preparing for the meetings, facilitating meetings, conducting research as necessary, support in developing and drafting the recommendations/policy framework, and issuing relevant publications.
Under the direction of the Program Manager (Syria), the Moderatorโs duties and responsibilities will include the following:
- Support the PCG in setting the agenda and discussion points
- Facilitate and moderate PCG meetings
- Support in developing and drafting actionable proposals and recommendations/policy framework
- Drafting of publications
- Conducting research
- Coordinate with families of the missing and Syrian civil society organizations (CSOs) with regard the issue of Syriaโs missing
- Contribute to building the capacity of families of the missing and other CSOs to participate in the Syrian missing personโs process
- Facilitate and moderate sessions and other preparatory meetings
- Conduct research about Syriaโs missing
- Liaise and collaborate with international partners to promote family associationsโ vision regarding Syriaโs missing personโs process
- Draft recommendations related to an international mechanism that secures the rights of all victims and their families
- Other related duties as assigned
Key deliverables
- Convening 2 PCG sessions (one session n Sarajevo and one session in The Hague)
- Drafting one policy paper and one advocacy plan for PCG policy papers
- Conducting bilateral calls daily with the PCG members and Families associations
- Developing a paper on the newly initiated Legal Experts Network (LEN)
- Convening three online meetings with the newly initiated Legal Experts Network (LEN)
Required Knowledge, Expertise and Experience for the consultant
- Advanced university or equivalent degree in Political Science, Humanities, Sociology, Law, Public Administration, or relevant discipline
- Excellent conceptual, analytical, documentation, report writing and presentation skills
- Professional fluency in written and spoken English and Arabic
- Excellent drafting skills
- Analytical thinker
- In-depth knowledge of the situation in Syria
- Basic knowledge of the situation of Missing Persons in Syria
- Strong facilitation and moderation skills
- Experience in liaising with Syrian civil society organizations, and regional, national and international institutions
- Ability to communicate effectively with civil society while demonstrating sound political judgment and cultural sensitivity
- Proven planning skills
- Computer with access to a reliable internet
- Willingness and ability to travel to Sarajevo and The Hague
