The Policy and Compliance Monitoring Officer is responsible to the Head of Policy & Compliance Monitoring Section ResponsibilitiesProposes, develops, maintains and monitors effectiveness and implementation of the Agencyโs standard policies, operating procedures, manuals, instructions, guidelines related to procurement, supply chain, and general administration services to obtain Best Value for Money for the Organization; ensuring they reflect changes in the regulatory and operational environment. Proposes methodologies/ tools/documentation to ensure standardization and streamlining of procedures to gain into efficiencies and best serve internal clients, while maintaining strict adherence to financial rules and regulations. Oversees, monitors and promotes compliance with regulatory frameworks in procurement and administration, contractual and other areas under CSSD scope, such as inventory and stock management, etc. Ensures and maintains integrity of data available in information systems (ERP, e-tendering tool etc.). Undertakes regular verification of information systems integrity and confidentiality of sensitive information. Conducts corrective actions as necessary to ensure data are accurate and updated. Clears updates for UNSPSC codes, material list Business Partners profiles, etc. Grants access rights as appropriate to information systems. Maintains critical statistical reports Agency-wide for activities related to procurement, supply chain, fleet management and general administration services. Customizes a variety of key reports and provides statistical information as requested by internal clients and external stakeholders such as auditors and donors. Provides guidance to staff in Headquarters and Field Offices on searching and retrieving statistical data from information systems. Coordinates/reviews/conducts research, analysis, reports, surveys as transversal support to other sections to facilitate strategic decisions to be taken. Promotes a culture of compliance, accountability, ethical behavior, and transparency within the organization by conducting internal reviews from a compliance and quality assurance perspective and assistance visits; identifies abnormalities and areas of risk; makes recommendations to the Head of Section for corrective actions and new measures to strengthen the internal controls. Develops/proposes and monitors performance compliance indicators and determines with relevant stakeholders action plan to improve performance. Prepares and/or coordinates the responses to audit reports and addresses any alleged violations of the Agencyโs financial rules, regulations and policies related to procurement, supply chain, fleet management and general administration services. Monitors implementation of mitigation measures pursuant to auditorsโ observations. Contributes to the development and delivery of training programs in the areas of procurement, supply chain; analyses results and identifies skill gaps and training needs including best practices. Oversees the implementation and monitoring of inventory management policies and procedures across all Field Offices to monitor and analyze slow-moving, dormant, and expired stock to reduce waste and improve inventory turnover. Uses findings to guide strategic decisions and ensure compliance with inventory policies. Establishes escalation protocols for high-risk inventory issues and ensures timely resolution through field office collaboration. Leads the strategic enhancement of inventory management protocols during emergency responses, ensuring agility and compliance under pressure. Monitors stock rotation, using data from SAP and expiry reports. Escalates to the relevant stakeholdersโ high-risk inventory issues and coordinates with field offices to resolve them quickly. Develops, proposes/ and monitors performance indicators and determines, with relevant stakeholders, an action plan to improve performance. Uses the data to spot problems, improve stock flow and expiry tracking, and share results with leadership to guide better decisions.
