Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Jordan Country Officeโ€™s (JCO) work is carried out in support of the Hashemite Kingdom of Jordan's Triple Modernization Agenda (the Political System Modernization, the Economic Modernization Vision and its Engendered Strategy, and the Public Sector Reform), the National Strategy for Women in Jordan (2020-2025), the second Jordanian National Action Plan for the Implementation of Security Council 1325 on Women, Peace and Security (2022-2025), and the Jordan Response Plan for the Syria Crisis, and is grounded in the principles and targets contained in the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the Sustainable Development Goals (SDGs), and the Beijing Declaration and Platform for Action. UN Women JCO implements its triple mandate by working with the government of Jordan to strengthen national systems and to develop laws and policies to advance gender equality and women's empowerment; by working with the Government of Jordan, civil society and the private sector to support the implementation of international and national commitments to advance gender equality and womenโ€™s empowerment; and by strengthening coordination of the UN System and Development Partners in support of gender equality in Jordan.

Reporting to the Deputy Representative, the Planning, Monitoring and Reporting Specialist will provide support to the Jordan Country Office in incorporating monitoring and reporting into planning and programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences.

Key Functions and Accountabilities

1- Provide guidance to the Jordan Country Office in incorporating monitoring and reporting into programme formulation and support strategic planning for the Office

Provide advice on the formulation of concept notes for UN Women's intervention areas; as well as the officeโ€™s Strategic Note; Develop country programming processes and products, including the annual workplan, strategic note, and programme/project documents, the preparation of United Nations Sustainable Development Cooperation Framework (UNSDCF) and other UN system joint programming documents; Provide quality assurance of program documents through review of results frameworks in order to meet SMART criteria; Manage the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; ensure use of relevant evaluation findings, conclusions and recommendations are incorporated to programme formulation; Coordinate annual work plan monitoring, reviews and reporting; Ensure linkage of Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research (MER) Plans with the UN Women Strategic Plan; Provide strategic guidance to partners in developing Performance Monitoring Frameworks (PMFs) and Baseline Surveys; Provide advice to the office in the clearance of donor agreements and Programme Cooperation Agreements; Ensure sufficient funds for monitoring, evaluation and reporting at country level.

2- Provide technical guidance to the Jordan Country Office in and oversee monitoring and tracking of results against country/ regional level targets and UN Women Strategic Planย 

Ensure data collection and analysis from field visits are coordinated and standardized across programmes;ย  Monitor data from partners on a quarterly basis and draft regular management briefs to inform decision making; Visit partners to support monitoring of results and planning processes; Lead the review of financial reports based on contractual obligation; Monitor the spending of donor funds and other programme expenditures and disbursements; Develop and monitor the JCOโ€™s Monitoring, Evaluation, and Research Plan.

3- Oversee reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences

Coordinate and provide technical guidance to the country office in meeting internal and external reporting requirements and deadlines, including annual reporting process; Finalize donor and programme reports (both narrative and financial); Ensure use of relevant evaluation findings, conclusions and recommendations are incorporated into programme reporting; Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting; Ensure the availability (including collecting and maintaining) of data for country, regional and global corporate reports, mid-term reviews, and final evaluations.

4- Provide technical support to the Jordan Country Office in the implementation the UN Women Evaluation Policy

Provide technical support to the implementation of UN Womenโ€™s Evaluation plan at the country level; Provide guidance to the JCO programme staff on evaluations;ย  Ensure communication between the JCO and RO regarding Evaluations; Represent the country offices in data, monitoring and evaluation working groups in the context of United Nations Sustainable Development Cooperation Framework (UNSDCF).

5- Contribute to knowledge building and capacity buildingย 

Identify and disseminate good practices, lessons and knowledge; as identified through programme implementation, monitoring and evaluation activities; Develop capacity development tools, including training materials and packages; Manage capacity building opportunities of staff and partners in the region/country in the areas of Results Based Management (RBM), Monitoring and Evaluation (M&E); Promote the awareness and understanding of the shared responsibility of M&E among all staff members through communication, training, learning and development activities.

6- Provide technical support to the Country Representative and Country Office on inter-agency

coordination

Participate in and provide support to joint inter-agency UN planning processes and similar exercises; Prepare briefing materials for the CO on issues to be discussed in the UN and other events and meetings; Prepare inputs to Common Country Assessment (CCA)/ UNSDCF and other documents; Provide technical support to UNCT in monitoring and reporting and prepare analytical and regular progress reports on UN Womenโ€™s programme experiences;

7- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Supervisory/Managerial Responsibilities:ย The incumbent will coordinate closely with and exercise matrix management overย a group of 2/3 monitoring and reporting personnel attached to specific program teams

Functional Competencies:

Recruitment Qualifications:

Education and certification:

Masterโ€™s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMPยฎ, PRINCE2ยฎ, or MSPยฎ) would be an added advantage.

Experience:

At least 5 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes is required. Experience in the United Nations systems in desirable. Field experience is desirable. Experience leading and coaching staff in national or international settings is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System is desirable.

Language Requirements:

Fluency in English and Arabic is required.
