Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is the United Nations entity dedicated to gender equality and the empowerment of women. A global champion for women and girls, it was established to accelerate progress on meeting their needs worldwide.

The UN Women Regional Office for Asia and the Pacific (ROAP) addresses gender equality and womenโ€™s empowerment challenges in the Asia-Pacific region, including deeply embedded discriminatory social norms and practices that perpetuate inequalities based on gender and other intersectional identities (e.g. ethnicity, class, region, age, disability, migratory status, and sexual orientation and gender identity, among others). The Regional Office works across the following areas: Governance and Inter-governmental support (including on Gender Statistics); Womenโ€™s Economic Empowerment (including Migration, Ending Violence Against Women; Women, Peace and Security; Climate Change, Disaster Risk Reduction and Humanitarian Action. Covering 42 countries within Asia and the Pacific, it exercises its triple mandate and functions i.e. Normative, Coordination and high-quality programming at a regional level and in support of UN Womenโ€™s offices and UN Country Teams in 24 countries across the region. The UN Women Asia Pacific Regional Office also oversees and manages programming in programme presences.

Planning, Monitoring and Reporting (PMR) Unit leads planning, monitoring, and reporting in the Asia and the Pacific Region and provides support for regional and country offices in effectively conduct planning, monitoring and reporting as well as timely technical support for users of the online system called Result Management System (RMS). Also, the Unit spearheads oversight and quality assurance of donor reports and donor agreements.

The Planning, Monitoring and Reporting (PMR) - RMS support consultant works with and provides support to the members of the PMR Unit in quality assurance for the development, monitoring and reporting of multi-year plans and work plans online and offline as well as for donor reports, complying with UN Women rules and regulations and the PMR policy launched in October 2023.

Duties and Responsibilities

Description of Responsibilities /Scope of Work

The consultant reports to and works under the supervision of Head of PMR Unit (P4) and collaborates with other team members of the Unit.

Support for planning

Support the Unit in organizing planning-related meetings and webinars including regional appraisals, socialization sessions, consultations and thematic meetings.Support and facilitate RO reviews of draft multi-year business plans and work plans and provide technical assistance ensuring compliance with the relevant guidance note, the PMR policy and other corporate requirements.For revisions of multi-year business plans and work plans, provide technical advice and navigation, check accuracy and justifications offline and online and facilitate timely approvals.Provide navigation and assistance for the online result management system (RMS) for colleagues/users.Provide technical advice to help users to connect the concept and guidance of planning and actions in the RMS. Liaise with HQ units to solve RMS-related issues. Attend meetings with HQ and field offices as necessary and as requested. Act as the RO focal point for RMS when requested.

Support for monitoring and reporting

Provide navigation for RMS for RO and field office colleagues/users. Liaise with HQ units if needed to solve RMS-related problems and glitches.Support in reviewing six-monthly monitoring and annual reports and make technical feedback for field offices and RO units from a result-based reporting perspective and for management oversight.Support data collection for the indicators that the unit is responsible for annual reporting.Help to organize post six-monthly dialogues between the Regional Director and country offices and mid-year reviews for the RO. Liaise with HQ, RO Operations Unit and thematic advisors where needed.Provide technical support/feedback for RO units and field offices in planning monitoring for SN/AWPs and new project documents when requested.

Support for donor reporting

Prepare forecast of upcoming donor reports by extracting data from DAMS and prepare monthly reminders for Country Offices (COs)/Project Offices (POs) and RO units if requested.Collect draft donor reports from project teams and check completeness and consistencies with donor agreements and project documents. Provide guidance to project teams and make donor report packages ready for editing. Once edited, facilitate RO senior managersโ€™ clearance. Review uploaded donor agreements and reports in DAMS for accuracy and consistency to facilitate approvals when requested. Guide submitting units/office for corrections/finalizations.Analyze data and draft reports for on-time submissions and Tier assessments for the region.

General

Lead/assist in organizing information sessions, webinars and orientation/coaching in the areas above.Prepare talking points, PowerPoint slides, draft reports and other materials as requested.Provide hands-on coaching in these respects when a new staff joins the Unit.

Required Skills and Experience

Education and Certification:

Master's degree in Social Sciences, Law, Political Science, Development, Public Administration, or another relevant field, is required.A first-level university degree in Social Sciences, Law, Political Science, Development, Public Administration, or another relevant field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

Minimum of 2 years of work experience in gender or womenโ€™s empowerment and international development supporting planning, monitoring, reporting at the corporate or office-wide level (i.e. beyond project level) and project management.Experience with an online result management system is a must, preferably UN Womenโ€™s or UN agencyโ€™s.Experience in online database for donor agreements and donor reports is a must, preferably UN Womenโ€™s. Experience working with the United Nations or a similar international organization context is required.A certificate on project management (PMP or Prince 2) is a plus. UN Womenโ€™s project management certificate is a great advantage.

Languages:

Fluency in English is required.
