THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECDโ€™s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. THE HUMAN RESOURCES MANAGEMENT SERVICE (EXD/HRM)

Within the OECDโ€™s Executive Directorate (EXD), the Human Resource Management Service (HRM) is responsible for providing stewardship of the Organisationโ€™s human capital on behalf of the Secretary-General. Overseeing three divisions (HR Operations, the Client Services Group and the Talent Management and Analytics Group), EXD/HRMโ€™s Head Office provides strategic HR direction, leadership in corporate and legal matters and oversight and co-ordination for the Organisation at large.

HRM/HR Opearations is looking for a Payroll Officer who will provide contribution to the management of everyday payroll operations up to production of the payment files. The selected candidate will report to the Head of the Staff and Technical Expertise Hub in the HR Operations Division.

The selected candidate will work and collaborate closely with other colleagues in HRM, the Programme, Budget and Financial Management (PBF) Service and the International Service for Remuneration and Pensions (ISRP).

Job Description

Main Responsibilities

Payroll management

Contribute to day-to-day payroll operations: analyse, check and make any corrections required, validate all data entered into the ERP software for all categories of personnelControl data integrity and compliance with the Regulations and Rules applicable to the different categories of personnelReview variable and exceptional pay elementsTogether with the Head of the Pay and Documentation Centre, verify the payroll on a monthly basis, identify and correct anomalies and check the resultsContribute to the production of balance sheetsEstablish the electronic payroll files (net payments due and transfers) and check data consistency before sending to the Head of Unit for approvalReview the files transmitted to EXD/PBF for the transfers to be issuedProduce and/or review all data relating to sociaI and medical contributions and check against balance sheets

Systems management

Contribute to the management of the staff absence systemControl that changes to the structure of the Directorates are implementedContribute to the identification of problems and proposed possible improvements to related IT systemsCarry out tests and help to validate changes to systems and new functions prior to implementationCheck the pay of officials leaving the Organisation (annual leave, allowances, etc)Approve calculations of leaving allowances to be paid, depending on the different pension schemes and currency or review calculations made by the other members of the teamCheck the discharge with the various departments concerned before releasing the payments and ensure data consistency between the different systems while adhering to the payment calendar

Other responsibilities

Calculate allowances payable in the event of a separation, taking account of the relevant parametersProvide high-quality customer service, in coordination with the relevant parts involvedContribute to other tasks as required coming under the Centreโ€™s remitReplace the Payroll Centre Team Lead and the Senior Payroll Officer in their absence

Academic Background

A post-secondary qualification in human resource management, administration, accounting, compensation & benefits or a closely related field.

Professional Background

At least five years experience in payroll managementExperience working in a multicultural environment and/or in an international organization would be an advantage.

Tools

Excellent knowledge and experience in the use of Microsoft Office Suite (Word, Excel, Outlook).Very good knowledge of human capital management (HCM) systems (e.g. SAP HCM, SmartRecruiters) and/or the ability to learn new systems quickly.

Selection Process
