Work LocationHOME BASED Expected duration11 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The Montreal Protocol has been effectively regulating the production and consumption of ozone-depleting substances (ODS) since 1989. The Kigali Amendment added hydrofluorocarbons (HFCs) to the list of controlled substances. Large banks of used and unwanted controlled substances have been accumulated globally, which are continuously being released to the atmosphere from these banks. These emissions are damaging the ozone layer and contributing to global warming. Banks of controlled substances are not regulated under the Montreal Protocol. Collection, recovery and cost-effective disposal (recycling, reclaiming, destruction) of used or unwanted controlled substances represent a challenge for developing countries. At the current stage, Paraguay aims to establish an inventory of banks of used or unwanted controlled substances, and an action plan with activities and policies to enhance the collection and disposal of used or unwanted ODS and HFCs, including consideration of recycling, reclamation, and cost-effective destruction, in line with ExCom Decision 91/66. The consultant will receive overall supervision from, OzonAction Regional Network Programme Officer for Latin-American. Qualifications/special skillsACADEMIC: Master's or equivalent engineering degree in mechanical or chemical engineering, environmentalsciences, or related area, is required. SPECIAL KNOWLEDGE AND SKILLS: -Excellent inter-personal skills for interfacing with government officers, private sector and civilsociety as well as Programme Officers from Implementing Agencies of Multilateral Fund. -Ability to combine independent work with effectively participation in teamwork, based oninformation sharing and collective work with peers and supervisors. -Capacity to work in teams and in a multicultural environment -Excellent communication skills. At least five (5) years of responsible experience in project/programme implementation linked totopics of multilateral environmental agreements (MEAยดs) Required Experience in the implementation of inventory projects with the private sector for Greenhousegases (GHGs) or substances regulated under the Montreal Protocol (preferable ODS and HFC), is highly desirable. Experience in the collection, the application of statistical methods and the analysis of data sets, aswell as the design, application and preparation of surveys. Required Experience in database design and processing, is highly desirable. Experience in the chemical management of substances regulated by multilateral environmentalagreements (MEAยดs) including its analysis and destruction (preferable ODS and HFC), is highly desirable. Knowledge of legislation applicable to comprehensive waste management, particularly for wastethat requires special treatment, is desirable. Experience in the implementation of Montreal Protocol project, is highly desirable. Experience in working with government officers of the Latin American region, is highlydesirable. Previous work experience in the United Nations system and knowledge on the phase out of ozonedepleting chemicals and the Montreal Protocol related matters will be an asset.
