About this position The Inter-American Development Bank requires the services of a qualified individual to provide the service of Operations Analyst Consultant at its Country Office in Jamaica (CJA).
The contractual will support the Country Office in discharging its main responsibilities, which are to: a) work closely with public and private sector institutions in Jamaica to identify
country development needs; b) develop, implement, and monitor the Bankโs Country Strategy with Jamaica; and c) oversee the delivery of country and regional operational programs.
CJA is one of six countries of the Caribbean Group within the Bank which aims to improve the execution capabilities of our Clients in Jamaica to effectively implement projects which address
the countryโs challenges towards improving lives. Jamaicaโs portfolio of projects is made up of investment loans, grants and technical cooperations, totaling approximately US$551M.
The technical areas of focus which aid in supporting the Government of Jamaicaโs agenda include social investment, public sector modernization and reform, energy, and health.
What youโll do: The objective of the consultancy is to provide technical services in the monitoring of Operations financed and implemented through the IDB. The Contractual will further strengthen
the Portfolio Monitoring and Review functions.
Main Activities:
- Project, Planning and Design
- Participate in the design of operations supporting the preparation of project documents and monitoring project approval timelines.
- Participate in the preparation of drafts of project profiles and operational plans for technical cooperation projects.
- Participate in institutional capacity and risk analysis, preparation of project budgets, results frameworks, and fiduciary plans for execution.
- Project Execution and Monitoring
- Provide technical support on the application of Bank operational policies and processes throughout the project execution, including updates to the operating manuals.Analyze annual operating plans, procurement plans, semi-annual progress reports, disbursement projections and related project documentation to support and monitor project execution.
- Accompany Sector and Fiduciary Specialists on technical, fiduciary and administration visits to executing agencies, and follow up on recommendations from these visits.
- Review documentation on contractual conditions and process corresponding actions; review requests for contract and program modifications; follow up on pending contractual clauses; and maintain information on these clauses in corresponding Bank systems.
- Analyze disbursement requests, validating eligibility of expenses; set up disbursements and other financial transactions related to projects in the Bankโs Systems for supervisorโs validation; and assist in the analysis of budget transfers. Monitor disbursement projections in close coordination with the Sector and Fiduciary Specialists.
- Provide technical advice to the executing agencies on Bank operational policies and processes throughout the project execution.
- Participate in the preparation of project supervision plans, monitoring and results reports, and follow up on their recommendations. Identify deviations from original plans and propose corrective actions.
- Supports the preparation of Donors Execution Reports by gathering information related to those technical cooperations financed with special funds from donor countries.
- Review documents related to the procurement of products and services to ensure compliance with agreed procurement standards and prepare draft communications to executing agencies accordingly
- Analyze project performance in accordance with project Results Matrix.
- Assist the Chief of Operations (COO) with the analysis of portfolio performance using data mining, analytical tools, and visualization techniques.
- Closing of Operations:
- Collaborate on Project Closure workshops; facilitate data collection for the preparation of the Project Completion Report (PCR); and follow up on the evaluation recommendations. Provide information for Office of Evaluation and Oversight (OVE) evaluations at the request of the COO.
- Stakeholder engagement and Communications
- Advise on engagement strategy with Civil Society coordinator in close collaboration with Country Representative and COO to maximize pertinence and value added in Country dialogue.
- Support any other Country Office Jamaica (CJA) relevant activities, as requested.
What youโll need:
- Education: Masterโs degree in business administration, Economics, Natural Resources Management, Energy Management & Efficiency Finance or similar studies (Masterโs desired). Certification in Project Management and/or Agile Methodology.
- Experience: At least five years of demonstrated professional experience in the application of international Project Management methodology. Experience in administration of projects financed by multilateral development institutions or other external donors would be an asset.
- Languages: Excellent written and oral communication skills in English required. Proficiency in at least one of the other three official languages of the Bank (Spanish, Portuguese or French) would be an advantage.

Requirements:
- Citizenship: You are either a citizen of Jamaica or a citizen of one of our 48-member countries with residency or legal permit to work in Jamaica.
- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
