About this position:

The main objective of this consultancy is to collaborate with the Energy Division (INE/ENE) of the IDB in the preparation, implementation, monitoring and closure of ENEโ€™s operations and activities in Haiti and other Caribbean countries. La consultant will report to the Energy Specialist of Infrastructure and Energy Sector.

Background:

Haiti electrification rate is 46.9% which implies that more than 6.1 million people are still lacking access to quality electricity services. Around 59% of the population lives in urban areas; however, electrification rates in rural areas are significantly lower than in urban areas with less than 3% and 80%, respectively. Areas connected to the grid are typically provided with a low-quality service of between 5 to 20 hours/day. Poor grid coverage and low payment capacity, make Haiti the country with the lowest electricity consumption per capita worldwide (39 kWh/yr.).

People with low or no access to electricity cover their energy needs with kerosene and candles for home lighting spending in average about US$10/month, and dry cell batteries for simple appliances. Cooking energy needs are covered by of the use of fuelwood and charcoal, which consists of the main source of energy in the country (75% of primary energy) affecting public health due to smoke and particle releases (predominantly of females and children). Only 4.3% of the population has access to clean cooking technologies, while in the other Caribbean country islands, access to clean cooking rates are above 90%. Environmental externalities include global greenhouse gas emissions and deforestation and in general, cooking conversion efficiencies are very low due to inadequate stove technologies.

Electricity generation, transmission and distribution in Haiti has historically been the realm of Electricitรฉ dโ€™Haรฏti (EDH). EDH is a vertically integrated utility founded in 1971. EDH responds to Ministry of Public Works, Transport and Communication (MTPTC), which is the responsible authority for planning and supervision of the energy sector. EDH owns and operates sector assets and is responsible for the delivery and sales of electricity throughout Haiti. A decree issued in February 2016 ended EDHโ€™s monopoly and created the Autoritรฉ Nationale de Rรฉgulation du Secteur de lโ€™Energie (ANARSE). ANARSE was established in 2017 as Haitiโ€™s energy sector regulatory agency. The Decree allows parties other than EDH to operate in generation, transmission, and distribution.

The power matrix in Haiti is highly dependent on fossil fuels, which account for approximately 83% of total produced electricity. The remaining 17% comes from hydro energy. The installed on-grid generation capacity is estimated about 300 MW. However, due to the absence of a reliable grid supply, self-generation via solar systems and more costly small diesel generators has expanded significantly and now collectively produces as twice more electricity than the official grid, both at the household and commercial level.

The Government has initiated initiatives with the objective of improving the provision of electricity service. These include the establishment of a fund for the development of renewable energy by taxing fossil fuels, granting of concessions to private operators for the operation and maintenance of some of EDHโ€™s regional grids or for the construction of new mini-grids using solar energy, storage systems and conventional generation units (if necessary), the rehabilitation of electricity generation infrastructure, new investments in generation, transmission and distribution and the construction of mini-grids managed solely by EDH.
