Job Summary:

The One Health Advisor will provide technical guidance on to the project staff and lead the integration and implementation of the One Health (OH) approach for the anticipated USAID-funded โ€œStrengthening Systems for Health Security (SSHS)โ€ projects in Peru aimed at building robust capabilities in preventing, detecting, and responding to infectious disease and health threats and ensuring national and global health security (GHS). The One Health Advisor (OHA) will lead OH project activities and sub-activities and will be responsible for activities related to strengthening the adoption, project implementation of the OH approach, and monitoring of strategic and technical initiatives to prevent, limit, and contain zoonotic disease spread. The OHA will ensure project activities are on track with work plans, with technical expertise informing project implementation, oversee project timelines and budgets, assist in the development of donor reports and presentations, and provide significant input to business development. The OHA will successfully lead new business development initiatives including project design, budgeting, and recruitment efforts, and the overall quality of the project

This position is based in Lima and contingent upon successful award to FHI 360.

Technical Requirements:

  • Provides overall technical leadership and guidance on One Health in line with the project expected outcomes.

  • Lead the expansion of the One Health approach to engage relevant sectors and disciplines, including animal health, wildlife, environment, public, academia, research, and private sectors at national and subnational levels.

  • Lead activities to strengthen national capacities to efficiently operationalize One Health, including but not limited to: Support the identification of the One Health core competencies required for veterinary services and other relevant sectors at national, sub-national and field levels; Design, develop, and deliver training curricula based on the required core competencies for relevant levels; Prepare, organize, participate in, and provide technical support as the trainer/resource person for the One Health training/workshops; Support to link human and animal health surveillance using the One Health approach.

  • Lead activities to improve national capacity to apply an extended One Health approach to prevent and manage spillovers and/or emerging infectious diseases.

  • Contribute to developing/reviewing One Health strategies and frameworks.

  • Build capacity of FHI 360 staff and partners in One Health and zoonotic diseases and how to implement strategies to detect, respond to, and prevent spillover.

  • Prepare, organize, participate in, and provide technical support as a facilitator, trainer, and/or evaluator at the national and subnational One Health events, such as technical meetings, workshops, and simulation exercises in liaison with the key stakeholders.

  • Lead engagement with One Health stakeholders both from multilateral agencies, e.g., WHO, FAO, OIE, UNDP, WFP, and local government.

  • Ensure that technical assistance is coordinated with other organizations working in Peru.

  • Works on problems of moderate to complex scope that require evaluation of variable factors.

  • Demonstrates good judgment in selecting methods, techniques, and evaluation criteria for obtaining solutions, with some supervision.

  • Networks with key internal personnel.

    Project Design Implementation:

    • With technical oversight, provide technical leadership in the design, development, planning, implementation; and capacity-building of the OH technical components of projects

    • Supports the Chief of Party in providing technical assistance to establish and make functional animal antimicrobial resistance (AMR) and/or One Health technical working group (TWG).

    • Provides support to conduct and participate in animal AMR and/or One Health TWG meetings or other similar governance structures.

    • Creates technical portion of the project plan, within the given resource and financial constraints

    • Leads the day-to-day technical and operational activities of OH , and track delivery of project outputs

    • Monitors staff membersโ€™ LOE (Level of Effort) needs to ensure adequate coverage of resources

    • Coordinates requests from CO (Country Office) for technical assistance

    • Leads the design, development, planning, and implementation of global-level innovative technical strategies

    • Maintains a constructive dialogue and technical exchange with field counterparts and technical staff members of implementing partners

    • Develops tools for the design and implementation of specific technical components

    • Ensures technical implementation is consistent with best practices and meets the funderโ€™s contractual obligations.

    • May supervise junior technical staff members, sub-contractors, and others implementing technical project work

    • Functions at the advisor capacity with oversight of technical project administrative and finance compliance, technical deliverables, and team management. (Includes projects and consultants)

    • Develops tools for the design and implementation of specific technical components

    • Leads the day-to-day technical activities of assigned projects

    • Track delivery of project outputs

    • Monitors staff membersโ€™ LOE needs to ensure adequate coverage of resources

    • Coordinates requests from CO for technical assistance.

      Business Development and Client/Funder Support:

      • Develops and maintains relationships with potential funders, partners, peers, etc. to develop new business.

      • Participate in business development meetings with partners and stakeholders

      • Develop strategies to grow the business.

      • Participate in funder and stakeholder meetings and provide technical input.

      • Assist in developing donor reports and presentations.

      • Represents the organization and/or Institute to external entities at professional meetings and conferences.

      • Maintains collaborative relationships with donor organizations, relevant government agencies, bilateral and other NGOs (non-governmental organizations) and consistently maintained and viewed as a knowledgeable resource in their technical area(s).

      • Continually maintains a dialogue and technical exchange with field counterparts and technical staff members of implementing partners.
