Result of ServiceThe incumbent will undertake a part time assignment to perform the following tasks and functional responsibilities: The NDC Finance Consultant will provide technical inputs and do a review of the output 2, the NDC Investment Plan. She/ he will also provide capacity building on climate finance as part of Output 3. The incumbent will help organise, facilitate and present at the launch of the NDC Investment Plan (output 4 of the project). The NDC Finance Consultant will help prepare project proposals to submit to funding sources on behalf of Zambian organisation as part of the projectโ€™s output 5. Work LocationLusaka, Zambia Expected durationPart-time / 7 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Climate Change Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental Climate Change. To fulfill its mandate, the work of the Climate Change Division focuses on: working with Members States and Partners to accelerate and support a just transition by addressing mitigation and adaptation gaps through enhancing implementation capacity, access to finance and technology, and building resilience. The Climate Change Division promotes sustainable development and effective policies for climate stability; support action so that countries progress on decarbonization, dematerialization, and resilience pathways in line with their climate commitments, aspirations, and needs; and foster transparency in reporting. In 2025, Zambia submitted its NDC 3.0 reflecting the countryโ€™s ambition on climate change mitigation and adaptation. UNEP team will support the Ministry of Green Economy and Environment in Zambia to (i) update its NDC Implementation Framework, (ii) produce an NDC Investment Framework, and (iii) build capacity for the implementation of the countryโ€™s NDC. Under the direct supervision of the UNEP Project Manager, the NDC Finance Consultant will support the UNEP team as a finance export supporting the resource mobilization for Zambiaโ€™s NDC 3.0. This will require her/ him to draft project proposals for different funding sources and help submit them on behalf of Zambian organisations. In addition, he will be expected to provide technical inputs into the NDC Investment Plan. Under the direct supervision of the UNEP Project Manager, the NDC Finance Consultant will support four of the projectโ€™s six outputs. She/ he consultant will support the following work programme led by a UNEP team: Output 2. NDC Investment Plan development The NDC Finance Consultant will be expected to provide technical inputs and undertake a review of a draft of the NDC investment plan. The NDC investment plan will build on the NDC 3.0 and include measures, mapped financing sources and instruments, as well as financing models. It will also identify investment requirements. The investment plan will also include the review of the country's debt situation as well as its fiscal and monetary policy framework. Output 3. Capacity Building UNEP, through this project, will support the building of local capacity to implement and deliver on the enhanced NDC 3.0, guided by the updated NDC Implementation Framework and NDCs Investment Plan in a synchronized or synergistic approach. This will require the involvement of NDC Finance consultant to prepare with UNEP climate finance trainings, including workshops where project proposals will be co-created. Output 4. Better stakeholder awareness on the NDC 3.0 implementation framework & NDC Investment Plan The NDC Finance Consultant will present the NDC Investment Plan at a launch and support the UNEP with this event and other efforts to raise awareness. Output 5. Enhanced innovative domestic and international resource mobilization She/he will help UNEP organize a donor conference to mobilize resources for NDC investment projects. The NDC Finance Consultant will help formulate investment projects for climate change mitigation and adaptation. This includes preparing for project proposals the following: โ— Project title & description, explanation of support needed โ— Strategic context & desired project objectives and outcomes โ— Technical Description, including expected lifespan of the infrastructure and/or equipment โ— Describe the estimated costs and benefits under the baseline and project scenarios, โ— Cash flow scenarios including capital expenditure (CAPEX), operating and maintenance costs (OPEX), revenues or savings, subsidies and public funding, and, if possible, quantified externalities (UNEP team can support GHG emission calculations). โ— Stakeholders and institutional setup โ— Identification of appropriate lead executing entity & implementing partners โ— Budget and Financing Structure, including Total project cost & financing structure The consultant is expected to conduct the aforementioned project activities and submit the three deliverables in a timely manner and at a level of quality satisfactory to the UNEP team. 1st deliverable โ€“ Technical inputs on finance capacity in Zambia to the capacity needs assessment & help identifying training needs gaps for effective implementation of Zambiaโ€™s NDCs (under Output 3) 2nd deliverable โ€“ Provision and support for climate finance trainings (under Output 3). This includes an agenda, training contents (power points slides, materials and group exercises), attendance list and final training report. 3rd deliverable โ€“ Technical inputs and review of NDC Investment Plan to the satisfaction of UNEP & organisation, Facilitation and Presentation at the launch of the NDC Investment Plan (under project outputs 2 and 4) 4th deliverable โ€“ Preparation of and inputs into 2 project financing proposal to international funding calls to the satisfaction of UNEP (under output 5). Contents of the proposal should include the following: โ— Project title & description, explanation of support needed โ— Strategic context & desired project objectives and outcomes โ— Technical Description, including expected lifespan of the infrastructure and/or equipment โ— Describe the estimated costs and benefits under the baseline and project scenarios, โ— Cash flow scenarios including capital expenditure (CAPEX), operating and maintenance costs (OPEX), revenues or savings, subsidies and public funding, and, if possible, quantified externalities (UNEP team can support GHG emission calculations). โ— Stakeholders and institutional setup โ— Identification of appropriate lead executing entity & implementing partners 5th deliverable โ€“ Preparation of and inputs into at least 2 more project financing proposal to international funding calls to the satisfaction of UNEP (under output 5). Contents of the proposal should include the same as for the 4th deliverable. The consultant/individual contractor will report to related UNEP CCC focal point. Qualifications/special skillsโ— A Masterโ€™s Degree (with seven years of related work experience) or Bachelors degree (with 9 years of relevant work experience), in environmental engineering, finance, economics, development studies, business, management, administration or another relevant field is required. โ— Have practical experience of more than 10 years on climate change issues, including on climate fund proposal development โ— Experience with the formulation and development of climate fund proposals in Zambia โ— Demonstrated experience working with private sector businesses, governments, or development finance institutions on climate fund proposals is required. โ— Experience with submissions to the Green Climate Fund, Adaptation Fund, or another climate fund is required. Track record of successful proposals is desired. โ— Relevant experience in consulting work. Concrete experience in Zambia on climate change topics with public institutions โ€“ either as an employee or as a consultant or partner - is required โ— Experience in organizing workshops and/or similar events is an asset. โ— Experience assessing a country's debt situation as well as its fiscal and monetary policy framework in light of its climate ambitions โ— Experience in either developing project proposal for sustainable tourism or in sustainable tourism policy would be desirable Languagesโ— Fluency in written and spoken English is required.
