Background:
The Ministry of Transport of the Republic of Tajikistan (MoT) is responsible for constructing and maintaining the stateโs road infrastructure. As part of its broader digital transformation strategy, MoT aims to modernize its business processes through information technology (IT), ensuring efficiency, transparency, and accessibility in road asset management. This transformation is being implemented with the support of the State Enterprise \"Center for Digitalization of the Transport Industry.\" To address inefficiencies in data collection and asset monitoring, MoT initiated the development of the KARTATEKA online platform in collaboration with the OSCE Programme Office in Dushanbe (POiD). The platform is designed to provide real-time monitoring of all road assets and equipment across Tajikistan, improving resource allocation, decision-making, and financial oversight.
In 2023, the MoT formally requested POiDโs assistance in developing the platform. By the end of 2024, a functional system was developed, incorporating multiple modules, except for the Accounting Module, which remained incomplete due to budget constraints. Recognizing the importance of a fully operational and integrated financial management system, POiD has committed to finalizing the platform by hiring a specialized IT team, including a National UX/UI IT Specialist, to implement technical assignments of the missing module. The Accounting Module will play a crucial role in ensuring financial accountability, budget tracking, and cost efficiency within MoTโs operations. Its integration into the KARTATEKA platform will enable automated financial reporting, streamline transactions, and improve financial transparency, aligning with international best practices in public sector digitalization.
The national UX/UI IT Specialist will be engaged for an estimated period of five months, during which the work will be divided into three key phases. While some activities may run in parallel, the overall process is structured as follows:
Phase 1 โ Development of the Accounting Module; Phase 2 โ Testing, Integration with the KARTATEKA System, and Deployment; Phase 3 โ Training and Maintenance.During the project implementation, the national UX/UI IT Specialist will assist the development of the platform together with the hired IT team. Ensure the effective use and sustainability of the newly implemented module. This role is vital in achieving the projectโs long-term goals of enhanced efficiency, reduced operational costs, and improved decision-making in road infrastructure management.
Objective of Assignment:
The POiD is planning to hire a National UX/UI IT Specialist together with National IT specialists to develop and implement the accounting module, for the MoT, managing technical aspects, and ensuring alignment with MoTโs ToR objectives.

Tasks and Responsibilities:
Under the supervision of the Acting Head of the Economic and Environmental Department, the successful candidate will be tasked with the following duties:
1. User Interface and Experience Design
โข Design user-friendly and visually coherent interfaces for the Accounting Module within the KARTATEKA system.
โข Ensure consistent UX patterns and visual language across all modules of the platform, aligning with the existing system design.
โข Develop interactive wireframes, user flows, storyboards, and high-fidelity mockups for desktop and mobile views.
2. Collaboration with the Development Team
โข Collaborate closely with the back-end and front-end developers to ensure seamless implementation of designs.
โข Participate in agile development cycles by contributing to sprint planning, daily stand-ups, and retrospectives.
โข Ensure that design specifications and assets are properly delivered to the development team for implementation.
3. User Research and Analysis
โข Conduct user research sessions (remotely or in person) with MoT staff and stakeholders to understand user behavior and platform requirements.
โข Gather feedback on usability and functionality and translate insights into design improvements.
4. Usability Testing and Refinement
โข Organize and lead usability testing sessions to validate design choices.
โข Iterate on design prototypes based on testing results and user feedback to enhance usability and accessibility.
โข Ensure the interface meets accessibility standards and performs well across different devices and browsers.
5. Design Documentation and Guidelines
โข Develop and maintain UI/UX documentation including style guides, component libraries, and design handoff materials.
โข Ensure future scalability and consistency of the platform by creating reusable components and maintaining a design system.
6. Training and Support
โข Support the training team by developing UX guidelines, walkthroughs, and simple instructional materials for end users.
โข Provide design expertise during capacity-building sessions with MoT staff on navigating and utilizing the Accounting Module.
7. Reporting and Communication
โข Report progress and challenges to the project coordinator or POiD focal point on a regular basis.
โข Provide recommendations for continued improvement and long-term sustainability of user-centered design within the KARTATEKA platform.
Deliverables:
1. User Interface and Experience Design
โข Delivery of at least 3 complete UI design options (mockups) for the Accounting Module within the first month.
โข Development of user flow charts and interactive wireframes for each screen of the Accounting Module.
โข Finalized UI design package (including all screens, states, and interactions) delivered and approved by stakeholders by the end of Phase
2. Collaboration with the Development Team
โข Participation in weekly sprint meetings with the development team (min. 20 meetings over 5 months).
โข Design-to-development handoff materials shared through Figma, Zeplin, or similar platform for all UI elements, with specifications on layout, fonts, spacing, and behavior.
โข At least 5 instances of cross-team feedback rounds documented and addressed.
3. User Research and Analysis
โข Completion of at least 3 user interviews or focus groups with MoT staff and system users.
โข Production of 1 user research report with synthesized findings, personas, and design implications.
โข User pain points and feature priorities defined and validated through a minimum of 1 usability survey or feedback session.
4. Usability Testing and Refinement
โข At least 2 usability testing sessions conducted using mid- or high-fidelity prototypes.
โข A usability testing report submitted after each session, including improvement recommendations and design iteration results.
โข Improved UI version released with minimum 80% user satisfaction (based on post-test feedback forms).
5. Design Documentation and Guidelines
โข Delivery of a UI Style Guide including color palette, typography, icons, buttons, input fields, and spacing rules.
โข Creation of a design system with at least 15 reusable components for use across modules.
โข Documented developer handoff instructions for each completed feature/module in the system.
6. Training and Support
โข Delivery of 1 user manual and 1 visual walkthrough guide (video or slide deck) explaining the UX structure of the Accounting Module.
โข Contribution to 2 training sessions by presenting UI/UX principles and how to navigate the platform.
โข Production of 1 FAQ or cheat sheet tailored to MoT users interacting with the new module.
7. Reporting and Communication
โข Submission of monthly progress reports outlining completed tasks, ongoing challenges, and proposed solutions.
โข Final UX/UI project completion report submitted at the end of Phase 3, with visual documentation of all design deliverables.
โข Presentation to stakeholders at project closure summarizing impact and future recommendations.

Necessary Qualifications:
Bachelorโs or Masterโs degree in Graphic Design, Human-Computer Interaction (HCI), Information Technology, or a related field; Minimum of three (3) years of professional experience in UX/UI design for web platforms or enterprise-level systems; Proven expertise in designing user interfaces and experience flows for complex, data-driven applications; Proficiency in design and prototyping tools such as Figma, Adobe XD, Sketch, or InVision; Solid understanding of responsive design, cross-platform compatibility, and accessibility standards (e.g., WCAG); Experience in developing design systems, UI style guides, and component libraries; Knowledge of front-end technologies (HTML, CSS, JavaScript) for effective collaboration with development teams; Prior experience designing user interfaces for financial, accounting, or ERP systems is highly desirable; Familiarity with Agile/Scrum methodologies and ability to work in cross-functional teams with developers and analysts; Proven ability to conduct user research, create wireframes, prototypes, and perform usability testing; Demonstrated experience in iterative UI design based on stakeholder feedback and user insights; Previous work with government institutions or public sector digital transformation projects is a strong asset; Experience working with the Ministry of Transport of Tajikistan (MoT) or similar government bodies is preferred; Strong analytical and problem-solving skills with attention to user needs and system usability; Ability to prepare user documentation and support system onboarding through design walkthroughs or training; Professional fluency in Tajik and Russian with excellent communication (both oral and written) skills is required; professional fluency in English would be an asset; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
