Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade.
Introduction
To address the double challenge of climate change and gender inequality in the world of work, the ILO will carry on a new phase of the Decent Work for Women in Egypt and Tunisia (DWW) which will build on, and expand the work of the project technically and geographically by adding on additional partner country in the same region: Morocco. The DWW project Phase III builds on the successes of phases I and II of the DWW project, and the ILO Cairo Officeโs Gender Portfolio.
The project will work at three levels, macro, meso and micro, reflected in the designed outcomes:
- Outcome one: Capacity of government and social partners in Egypt, Tunisia and Morocco to promote green and inclusive growth and employment creation strengthened.
- Outcome two: Ability of women-led informal businesses to develop green income-generating activities is improved.
- Outcome three: Women-led formal SMEs in Egypt, Morocco and Tunisia are scaled-up through use of environment-friendly skills and technologies.
The incumbent will ensure the day-to-day operational and technical management of the DWW in Egypt and will perform its duties under the supervision of the Project Manager, based in Cairo, Egypt; and the overall guidance of the ILO Decent Work Team and Country Office Director.
Reporting lines:
Under the overall responsibility of the DWT/CO-Cairo Director, the incumbent will work under the direct supervision of the Project Manager in Cairo, Egypt.
Description of Duties
- Ensure liaison with DWW national and regional stakeholders for the successful implementation of the DWW work plan and results framework for Egypt;
- Contribute to the elaboration of the project implementation plan in accordance with the rules and procedures of the ILO;
- Assist in the detailed planning of project resources and in monitoring of expenditures by the project; prepare budget estimates and expenditure forecasts;
- Support the implementation of activities and monitor progress against the project work plan; this includes gender mainstreaming, organizing technical meetings, training workshops, field missions and facilitating sub-contracts with implementing partners;
- Monitor the implementation of project by contractors, consultants and project partners and ensure best use of project resources and adherence to financial rules and regulations.
- Verify and analyze progress reports, final reports and other data.
- Contribute to the project progress reports, final reports and other substantive and financial reports as required ensuring clarity, consistency and completeness of the information produced; prepare substantive briefs and reports on topics related to the project, consolidating available data and information.
- Support ILOโs mandate and duties beyond the confines of the DWW, including by liaising and coordinating effectively with other ILO projects.
- Perform other duties as may be assigned by the Supervisor.
Required qualifications
Education
First level University degree in economics, gender studies, political science, business administration or related fields, or an equivalent professional experience (Masterโs degree is an advantage).
Experience
Minimum of two yearsโ experience in in international development with the UN, International NGO and/or the private sector; particular experience on issues related to gender equality.
Languages
Excellent knowledge of English and working knowledge of Arabic.
Competencies
Good knowledge of programme and budget, project formulation,
Administration and evaluation techniques and practices.
Good knowledge Operations of UN system activities for development.
Knowledge of the officeโs financial rules and regulations.
Knowledge of office-wide activities and priorities.
Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.
Excellent drafting skills. Ability to communicate effectively both orally and in writing.
Excellent analytical skills. Ability to justify requirements and approaches to problem resolution, and ability to negotiate.
Good computer applications skills.
Good organizational skills.
Ability to work on own initiative as well as a member of a team.
Ability to deal with people with tact and diplomacy.
Good knowledge of PC software (including word processor, spreadsheet and presentation software) such as Microsoft Office Knowledge of the programming cycle (planning, monitoring, reporting and evaluation).
Knowledge of resource mobilization.
Political awareness and understanding of socio-economic factors
Ability to adapt quickly to new software and systems.
Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory and inclusive behaviour and attitudes
