Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
ILO Country Office for Bangladesh, supported by Government of Switzerland has launched a project entitled โReintegration for Migrant Workers Projectโ. The project aims to support the Government of Bangladesh to establish an inclusive and accountable framework for reintegration with capable institutions, systems and schemes that can provide services for sustainable reintegration to returnee migrant workers.
The project builds on over a decade of ILOโs support to strengthen policy and institutional frameworks to improve migration management, ensure safe migration and protection of migrants in the countries of destination and upon return. The project will focus on strengthen the policy frameworks, build the capacity of concerned stakeholders with a view to mainstreaming reintegration into their work and ensuring coordination through the use of shared tools. Work with the private sector and labour organisations will focus on increasing access to skills development and wage employment opportunities through new systems that connect returnee migrant workers with opportunities. The learning from this project will be packaged and shared to contribute to both national and regional understanding of good practices for reintegration.
The project will be implemented by an ILO Project Management Team (ILO-PMT), led by one Chief Technical Advisor/Project Manager. Technical support and advisory services will be provided from relevant ILO specialists in DWT/CO-New Delhi and headquarters.
The main partner is the Government of Bangladesh, and the lead Ministry is the Ministry of Expatriatesโ Welfare and Overseas Employment (MoEWOE). The project works closely with the ILO tripartite constituents (government, employersโ and workersโ organizations) and takes an open, participatory approach to developing and testing policies and strategies.
Reporting lines:
Under the overall guidance and supervision of the Director, ILO Country Office for Bangladesh, the National Programme Officer reports to the Chief Technical Advisor/Project Manager of the project and operates with a high level of independence. The position is based in Dhaka, Bangladesh.
Description of Duties
1. Ensure timely and effective planning and implementation of the project activities through timely and efficient delivery of outputs, monitoring and evaluation of the project activities in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines, and administrative and financial procedures.
2. Support the Project partners in their activities to advance Labour Migration governance and reintegration. Ensure the partners have adequately addressed the issues; provide hands-on operational structures for partner implementation activities.
3. Work with implementing agencies in designing terms of reference for activities, such as capacity building workshops, direct assistance interventions, research, etc. and identify project consultants, and manage contracts/subcontracts to ensure the quality of their services in a timely manner.
4. Support the preparation and revision of issue-papers concerning Labour Migration (position papers, situation reports and โtalking pointโ documents) and the substantive work of the project. Maintain programme related data, information and records of the activities and assist preparing the project reports.
5. Prepare project reports, briefs, background information, and budget estimates and expenditure forecasts and report on delivery and disbursements. Assist in the programming and control of resources from all sources of funds, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations to CTA for remedial action.
6. Organize conferences, seminars, workshops, training sessions and meetings.
7. Draft, edit, statements and speeches and other public information material and support the procurement of the project.
8. Attend important events concerning Labour Migration, legal and policy frameworks and any substantive area covered by the project. Support the publication and disseminate information concerning Project progress and deliverables..
9. Enhance the partnership with a diverse set of stakeholders including relevant ministries of the Government of Bangladesh, INGOs, National and Local NGOs, TUs, academia and the private sectors.
10. Provide programming and administrative support to CTA/Project manager of the project in areas of responsibility, ensure adherence to the ILO rules and regulations for financial and administrative matters, and ensure timely fulfilment of all obligations and delivery of expected results of the project activities in Bangladesh.
11. Undertake missions to project sites independently or accompanying other officials, donor, government and social partners and supervise the work of support staff.
12. Act as a โMonitoring and Risk Focalโ of the Reintegration Project.
13. Perform other duties as may be assigned by the CTA/Project Manager.Required qualifications
Education
University degree in project management, economics, social sciences, social policy, gender equality, or other related field.
Experience
At least two (02) years of relevant experience in programme implementation with focus on labour migration, skills development, reintegration, labour market information system, communication at national level; Practical experience/skills in reporting Result Based Management; Experience in training and capacity building in labour migration at various project levels; Experience working on monitoring and evaluation.
Languages
Excellent English and Bangla
Competencies
Good knowledge of programme and budget, project formulation, administration and evaluation techniques and practices. Good knowledge of the role and operations of the UN Systemโs activities for development and of the ILOโs mandate and work concerning labour standards and social protection. Knowledge of the officeโs financial rules and regulations. Knowledge of office-wide activities and priorities. Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects. Excellent drafting skills. Ability to communicate effectively both orally and in writing. Excellent analytical skills. Ability to justify requirements and approaches to problem resolution, and ability to negotiate. Good organizational skills. Ability to work on own initiative as well as a member of a team. Ability to deal with people with tact and diplomacy. Ability to supervise staff and ensure work quality. Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office.
