As a trusted, long-term partner of The Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund, GF), UNDPโ€™s value proposition lies in providing an integrated package of development solutions to strengthen institutions to deliver health services. Through its contributions as interim Principal Recipient (PR) and provider of technical assistance in over 53 countries since 2003, UNDPโ€™s provision of integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments. Proactive risk management and investing in sustainability are the cornerstones of UNDPโ€™s portfolio management approach and providing technical assistance to national counterparts during all phases of implementation, strengthening legislation, policies and regulatory frameworks, and building capacities across key functional areas, including financial management, health information systems, procurement and supply chain management. The Global Fund โ€“ Health Implementation Support Team, HIV, Health and Development Group, Bureau of Programme and Policy Support, Global Policy Network (GF/HIST) is a dedicated team providing support to UNDP Country Offices implementing health and development programmes. ย 
UNDP has been identified by the GF as the interim PR for the Pakistan HIV grant for the implementation period 1 July 2021 to 31 December 2023. For effective implementation of the Global Fund resources, UNDP Pakistan has established a Program Management Unit (PMU), which is responsible for the day-to-day overall programme management, risk management, policy guidance, financial accountability, procurement of goods, including health products and services, strengthening of the national systems. The GF resources are implemented in accordance with UNDP rules, policies and procedures, the grant confirmation, corporate agreements with the GF and in close coordination with the national and provincial stakeholders, Common Management Unit, Sub-recipients (SRs) and Sub-sub-Recipients (SSRs), NGOs, CSOs, communities, technical partners, UN entities and the Global Fund (Local Fund Agent) and Country Coordinating Mechanism. ย 

Under direct supervision of the Programme Specialist, the Programme Associate is responsible for assisting with planning, capacity building and support the overall implementation of the programme. This will be done in accordance with UNDP rules, policies and procedures, the grant agreement, and corporate agreements with the GF, and working in partnership with provincial and national stakeholders, Sub-recipients (SRs) and Sub-sub-Recipients (SSRs) and close coordination with the GF (including Local Fund Agent), CCM technical partners and UN entities and the GF/HIST.

Support to the planning, implementation, management and oversight to the Global Fund grant, focusing on the achievement of the following results:

  • Supports the Programme Specialist in the planning, implementation, management and oversight of the various implementing partners;
  • Supporting in the elaboration of budget reviews and timely and quality reprogramming requests to the Global Fund;
  • Supports the Programme Specialist in providing programmatic and financial quality assurance in the implementation of Global Fund grant; ย 
  • Prepares correspondence, reports, presentations and other written materials from oral instructions and written communication as directed by the Programme Specialist; ย 
  • Supports the coordination of review meetings with implementing partners;
  • Supports the preparation of information for audits, SRs audits, annual and semester programmatic reports as well as end-of-grant reports;
  • Supports the Programme Specialist to track the implementation of the workplan and budget, including, support to SRs and SSRs to prepare monthly, quarterly, and annual workplans and budgets based on the DIP and monitor the timely implementation of the activities;
  • Undertakes spot checks, including on approved training plans to ensure compliance, support the maintenance of a training database and participate in the assessment of the effectiveness of the trainings;
  • Supports the review of quarterly and other reports submitted by SRs, document observations noted in the review, provide feedback to partners, and follow up to ensure their implementation;
  • Participates in the development of appropriate data collection tools and M&E templates;
  • Supports implementing partners to develop work plans and budgets, as well as prepare quarterly and annual reports for tracking programme expenditures, performance and quality services;
  • Assists the Programme Specialist in responding to general inquiries from the Global Fund (LFA), on both programme issues; and
  • Provides regular technical support and on-the-job training to SRs on GF specific programmatic and financial management requires in order to ensure compliance and accountability for results and resources.ย 

Provides programmatic support focusing on achievement of the following results:

  • Ensures the creation of requisitions in Atlas for all travel and procurement planned; ย 
  • Maintains the filing system to ensure safekeeping of confidential materials and proper record keeping;
  • Analyses information on implementing partners and preparation of implementing partnersโ€™ profile and database;
  • Provides administrative support for the preparation and facilitation of project events, including workshops and trainings;
  • Assists in the development of materials for meetings, presentations, and workshops; and
  • Assist in the compilation, analysis, and summarizing programme data and generate the required charts and tables to inform decision making.

Ensures facilitation of capacity building and knowledge building and knowledge sharing focusing on the achievement of the following results:

  • Supports the Programme Specialist in the entire process for SRsโ€™ application, assessment and appraisals through development of necessary documents and guidelines for call for proposals and taking part in review panels and producing reports on SRs assessment and selection processes;
  • Supports SRs on the identification and implementation of strategies to be put in place to facilitate the results achievement and budget execution in accordance with the action plans and within established budgets;
  • Supports development and implementation of capacity development and transition plans and mechanisms and supports training activities;
  • Supports development of communications (print, video) highlighting key programme achievements, dissemination of best practices, and lessons learnt and contributes to information sharing with the implementing partners; ย 
  • Contributes to knowledge networks and communities of practice; and
  • Identifyand formulate lessons learned and document best practices from evaluations and studies to be integrated into project reports.

Education:

  • Bachelorโ€™s degree in business administration, or public administration, economics, social / human sciences in addition to 03 years of relevant experience OR
  • High school diploma in addition to 06 years of relevant experience


Experience:

  • Minimum of 06 years of progressively experience responsible in programme management of health and development projects with a High School degree, OR 03 years of progressively experience responsible in programme management of health and development projects after a bachelorโ€™s degree.
  • Experience working with NGOs in the areas of HIV is an asset.
  • Work experience with national or provincial health department is an asset.
  • Knowledge of UN or UNDP rules, policies and procedures, is an asset.
  • Knowledge of Global Fundโ€™s rules, policies and procedures and reporting, is an asset.
  • Demonstrated experience in developing and managing effective partnerships with government and civil society organizations. ย 
  • Usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages.
  • Knowledge of the project management tools is an asset.
