Under the overall supervision of the Deputy Chief of Mission (DCOM) and direct supervision of the Monitoring and Reporting Officer, and in close coordination with the programme staff, support staff and field office staff as well as the Regional Monitoring and Evaluation and Risk Management and relevant units at headquarters, the National MEAL Officer will be responsible for supporting all aspects of projects/programmes/strategy Monitoring and Evaluation (M&E) and Learning and Accountability activities, as well as reporting requirements.

  1. ย Provide capacity building training and technical guidance to IOM staff and its partners on mainstreaming AAP, including CFM, Community-Based Complaint Mechanism (CBCM), and Communication with Communities throughout the programme cycle management in line with IASCโ€™s and IOM's Accountability Framework, guided by humanitarian principles.ย 
  2. In coordination with the programme team, ย perform regular Accountability to Affected People (AAP) needs assessments, review and strengthen the missionโ€™s Complaint Feedback Mechanisms (CFM), continuously explore new opportunities, review and map recommendations to improve two-way communication with communities affected by the crisis, and tailor feedback and complaint channels to the local context.ย 
  3. Support the coordination and management of the Mission-wide Community Feedback Mechanism (CFM), including the hotline phone, and ensure feedback and complaints are recorded in the CFM database, tracked, and responded to those who raised their concerns.ย 
  4. Regularly update the CFM dashboard, analyse and share summarized CFM reports and recommendations to improve internal controls and enhance the efficiency and quality of the missionโ€™s programme implementation.ย 
  5. Keep abreast of developments in IOMโ€™s Evaluation and Monitoring and Results-based Management (RBM) functions to ย support compliance with IOM strategies and institutional monitoring and reporting requirements, including for the SRF, UNINFO, the IQ, and other M&E frameworks and planning tools.ย 
  6. Provide technical support in planning and designing evaluation studies, coordinate the process of implementing external evaluations, provide quality assurance support for evaluation studies, and review and assist in compiling reports of evaluation studies.ย 
  7. Develop and implement Results Monitoring Framework (RMF) and data collection methods and tools on all projects and programmes, and collect, analyse, and report on monitoring missions, rapid needs assessments, surveys, and internal evaluations.ย 
  8. Provide technical guidance and capacity building to all M&E staff including enumerarors in the mission in the development and implementation of M&E frameworks, data collection tools, and reporting.ย 
  9. Participate in the development of a comprehensive M&E plan and monitor adherence to monitoring and evaluation schedules for project and programme monitoring and evaluation activities in accordance with donor commitments and IOM requirements.ย 
  10. Track the performance of project and programme indicators, flag implementation delays and challenges to project and programme staff, and ย suggest corrective actions ย to achieve the desired outcomes committed to communities, donors, and partners.ย 
  11. Support coordination of collecting data for the missionโ€™s key program indicators, ensure data verification and compilation, liaise with the Media and Communication Unit for design and publication, and coordinate circulation to partners and documentation.ย 
  12. In coordination with the MEAL and the missionโ€™s IMS, ensure the programme database and dahshboard is updated regualry and shared with programme team.ย 
  13. Support organizing and facilitating learning workshops, project review meetings, evaluation validation workshops, community of practice exercises, and collate and document best practices to share with the wider community in the IOM network and partners.ย 
  14. Perform such other duties as may be assigned. Education
    • Masterโ€™s degree in Monitoring and Evaluation, Statistics, Antropology, Law, Development Studies, Political or Social Sciences or a related field from an accredited academic institutionย ; or
    • University degree in the above fields with ย two years of relevant professional experienceย in the development and implementation of M&E and AAP frameworks Accredited Universities are those listed in the UNESCO World Higher Education Database. ย  Experience
      • Substantial experience in the design and implementation of M&E and AAP Frameworks and workplans, monitoring and/or evaluation;ย 
      • Proven experience in the management of CFM teams and operations;
      • Proven experience in the implementation of M&E and AAP capacity-building activities with staff and implementing partners;
      • Proven experience in data collection tool preparation, data collection, analysis and reporting in a humanitarian or development context; Skills
        • Strong reporting, writing and research skills, preferably related to M&E;ย 
        • Excellent communication and analytical skills;ย 
        • Demonstrated knowledge of development of data collection tools, their administration and evaluation techniques andย practices;ย 
        • Strong interpersonal and teamwork skills; and,ย 
        • Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
        • Expert knowledge of MS office and advanced statistical skills including knowledge of database management, statistical and project management software is a strong advantage;ย 
        • Knowledge and understanding of the migration issues, return and reintegration in the region is an advantage. Languages
