National Individual Consultant (Retainer)

Purpose of Consultancy:

The Communications Consultant will support the UNFPA Indonesia Country Office (CO) on the development of communication materials on the GBV prevention and response programme, and advocacy for the three transformative results achievement.

The consultant will work under the supervision of UNFPA Indonesiaโ€™s Communications Analyst and the WAC/PIHAK Programme Manager and in close coordination with the Gender Programme Specialist.

Background:

UNFPA Indonesia strives to achieve three transformative results also known as three zeros, a global commitment to end preventable maternal deaths, unmet need for family planning, and gender-based violence (GBV) and harmful practices, guided by the 1994 International Conference on Population and Development (ICPD) and Sustainable Development Goals (SDGs) 2030 Agenda.

To support the achievement of the three transformative results, particularly ending GBV and harmful practices, UNFPA started a 4-year programme, Women at the Center/Perempuan Indonesia Hidup Tanpa Kekerasan (PIHAK), with Takeda Pharmaceuticals (January 2023-December 2026) in Indonesia and four other countries (Azerbaijan, El Salvador, Madagascar, and Zimbabwe).

This project focuses on investing in capacity building and professionalizing the social service workforce for GBV responders to provide immediate skilled support for all women and girls including those most marginalized.

To support the GBV prevention and response programme, and advocacy for the three transformative results achievement, UNFPA Indonesia Country Office (CO) develops various communications materials that promote messages on sexual and reproductive health and reproductive rights, gender equality, and population dynamics.

In the context above, UNFPA Indonesia is therefore now seeking a Communications Consultant to support content development for the COโ€™s programme.

Scope of work:

The communications consultant will be responsible for producing communications and advocacy materials and providing relevant communications support as needed to enhance visibility and understanding of UNFPA's activities in Indonesia as well as increase the efficiency of its programmatic activities and specific campaigns and events.

Draft and/or compile information and communication content for websites, media, and social media such as human-interest stories, press releases, media kit, and social media content in both English and Bahasa Indonesia Provide communications support in person at relevant events and activities in Indonesia including writing stories and social media content and other relevant tasks; Join monitoring missions and field trips to take photos, conduct interviews, and produce articles/human-interest stories about local partners when required; Work in close collaboration with the UNFPA Indonesia team to ensure full compliance with programmatic priorities.

The following indicative deliverables are expected from the successful candidate.

Human-interest stories and/or feature articles in line with UNFPA editorial format Press releases Social media content for UNFPA Indonesia platforms, including Facebook, Twitter, and Instagram Coverage of WAC/PIHAK programme events, including photos (when required) and social media content Review information, education, and communications (IEC) materials Other related tasks as required

Duration and Working Schedule:

The expected duration of assignment is 11 (eleven) months. The time required for the consultancy is estimated at a maximum of 100 working days within the period indicated above. The consultant will be engaged under a retainer contract, which facilitates direct engagement of the the consultant depending on need and availability within the contract period.

Delivery dates and how work will be delivered (e.g electronic, hardcopy etc.):

UNFPA will not be committed to purchasing any minimum quantity of the Services, and purchases will be made only if there is an actual requirement upon the issuance of a Purchase Order based on this retainer contract. UNFPA shall not be liable for any cost in the event that no purchases are made under this retainer contract.

The expected number of workdays for each deliverable will be discussed between the consultant and UNFPA on a case-by-case basis based on the tentative Communications Plan. Payment will be made upon satisfactory completion of a deliverable or as agreed between the consultant and UNFPA.

Monitoring and Progress control, including reporting requirements, periodicity format and deadline:

Upon receipt of the deliverables and prior to the payment, the deliverables and related reports and documents will be reviewed and approved by UNFPA. The period of review is one week after receipt. All the deliverables, including annexes, notes, communication content, press releases and reports should be submitted in writing in English or in Bahasa Indonesia, depending on the request inputs:

UNFPA will provide the Consultant with background materials relevant to the assignment. The Communications Consultant will be required to have her/his own technical and software-based equipment to deliver the services specified in this terms of reference. Should travels be required for the Communications Consultant to conduct the duties and responsibilities, UNFPA will directly cover travel costs as per UNFPAโ€™s rules and regulations.

Qualifications and Experience:

Education:

Master's degree (or equivalent) in communications, public relations, journalism or another relevant field is required.

Knowledge and Experience:

At least 3 years of experience in the formulation and implementation of internal and external communications strategies. Experience in social media engagement and the use of social media and digital communications, or related fields; Proven experience in producing communications materials on sexual and reproductive health, gender equality, gender-based violence, population and development, human rights, humanitarian assistance would be an advantage; Previous working experience with the UN and/or other international organizations, and the Government would be an advantage.

Languages:

Fluency in English and Bahasa Indonesia is required

Computer skills:

Computer literacy and competency with the internet, Office software packages (word, powerpoint, excel) basic design software, and social media applications.
