    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is US $ 47,829 yearly.

    Introduction

    The ILO, with funding from the Swedish International Development Agency (Sida), is supporting its tripartite constituents in Mozambique towards the creation of productive employment and decent working conditions for Mozambican women and men, particularly youth and those living in poverty. Applying a systems approach, the 5-year MozTrabalha project aims to promote the creation of more and better jobs at the national and sectoral levels, as well as through capacity development support to its constituents, namely the Government of Mozambique, Employers Organisations, and Workers Organisations.

    The MozTrabalha project is anchored in the goals of the National Employment Policy (NEP) and the Plano de Acรงรฃo da Polรญtica de Emprego (PAPE, 2021-2024). It is designed to support the further implementation of the NEP and PAPE through increased employment mainstreaming in macroeconomic and sectoral government work as well as the establishment of dedicated implementation tools such as pro-employment budgeting and employment impact assessments. At the sectoral level, using a market systems development approach, it will promote productive employment for youth and women living in poverty, particularly in the Beira and Nacala corridor, through sustainable enterprise development in the construction and forestry / wood processing sectors.

    MozTrabalhaโ€™s overall aim and principle is to create productive employment and decent working conditions, at scale, with sustainable outcomes, and using a systems approach that promotes structural transformation and which will underpin all project interventions. Cross-cutting themes include a continuous focus on poverty reduction through employment creation, social dialogue and labour standards, the promotion of gender equality, as well as actively furthering the just transition towards a carbon-neutral economy.

    Within the policy and procedural requirements established by the ILO and the MozTrabalha Project, the sustainable construction sector expert will be responsible for the development and implementation of the interventions related to the construction sector in the project.

    Under the overall guidance of the Director ILO Country office for Malawi, Mozambique and Zambia, the National Expert in Sustainable Construction Sector will report directly to the Chief Technical Adviser (CTA) of the project and in close collaboration with the remainder of the project team.

    Description of Duties

    The National Expert in Sustainable Construction Sector will coordinate the implementation, monitoring and reporting of construction sector project activities. S/he will also support the ongoing design and improvement of market systems development interventions in the construction sector. In addition, s/he will work closely with the project team to ensure the project delivers equitable, inclusive, and green economic growth and development.

    Duties:
    1. Support the Chief Technical Adviser (CTA), the Market System Development (MSD) expert, and the Employment policy technical officer to design market systems development interventions based on the findings of the market systems assessment in the sustainable construction sector and contribute to coordinating and quality checking the work of consultants hired during the project.
    2. Engage with relevant national and local stakeholders, including public and private sector actors, including regular liaison and visits to project partners (private and public) in project locations (Beira and Nacala corridors).
    3. Lead all interventions on sustainable construction in both project locations (Beira and Nacala corridors) and support the forestry and wood processing interventions in the Beira Corridor ensuring synergies among the two sectors.
    4. Develop and guide intervention scale-up strategies in the sustainable construction sector to support further mainstreaming the piloted market systems development interventions or the crowding-in of other actors to replicate pilots.
    5. Support the results measurement and monitoring and evaluation officer in the development and operationalisation, and regular update of the monitoring and results measurement (MRM) system, with particular emphasis on the design of business models, results chains, and appropriate indicators in the sustainable construction sector.
    6. Prepare inputs for reports and presentations to inform project management, donors, and stakeholders about the progress and results on sustainable construction activities. This includes presenting information on improvement areas and coordinating changes in programming in line with the MSD approach.
    7. Serve as the primary technical resource and advisor on alternative, sustainable construction. Stay up to date with the latest developments, trends, and innovations in sustainable construction materials, including but not limited to environmentally friendly and locally sourced materials, energy-efficient technologies, and green building practices as well as trends related to labour issues in the sector.
    8. Facilitate the organisation of workshops, trainings and events and support the adaptation of existing ILO training materials to the local context and objectives of the project, including strategic gender needs.
    9. Invest in personal upskilling in the market systems development approach by completing MSD onboarding activities, participating in internal and external training, events, and peer learning exchanges, such as the ILOโ€™s MSD Hub or regional exchanges with other ILO projects.
    10. Perform any other duties as requested by the Chief Technical Adviser (CTA).

    Required qualifications

    Education

    First level university degree in the built environment, civil or environmental engineering, business, international development, or another relevant technical field.

    Experience

    Minimum of three years of experience in construction, in the private, public or development sectors.
    โ€ข Demonstrated expertise in sustainable construction will be an advantage.
    โ€ข Experience working for a market systems development, a private sector development programme, or in the private sector will be an advantage. Experience in multi-stakeholder activities with the public and private sector will be an advantage.

    Languages

    โ€ข Excellent command of English and working knowledge of Portuguese required.
    โ€ข Knowledge of a local language would be an advantage.

    Competencies

    โ€ข Technical knowledge on sustainable construction materials and production techniques, including on labour related issues.
    โ€ข Knowledge of market systems development approaches.
    โ€ข Research and analytical skills, with the ability to develop and implement innovative solutions to complex challenges.
