Tasks and Responsibilities:

The incumbent advises and supports the Chief of Governance Section in the coordination of the election activities between the OSCE Governance Section and Kosovo Election Management Bodies (EMBs), including the Central Election Commission (CEC) and its Secretariat, and the Election Complaints and Appeal Panel (ECAP), and assists, advises and monitors Kosovo EMBs in maintaining and improving the electoral framework. The incumbent has the role to provide election technical advice on electoral activities in Kosovo and to actively monitor the CEC / CEC Secretariat and to regularly inform the Chief of Governance Section, to allow for swift intervention and corrective action if needed.

Under the direct supervision of the Chief of Governance Section, the incumbent performs the following functions:


1. Monitoring and reporting on election management bodies:
a) Identifying areas for support, technical assistance and advice to election management bodies.
b) Permanently monitors and assesses the progress of the CEC and ECAP and respective secretariats regarding compliance with the applicable election laws and their administrative internal procedures.
c) Establishing, developing, and maintaining a monitoring system of EMBs.

2. Contributing to the design, drafting, and implementing of the Sectionโ€™s projects to support election management bodies:
a) Proposing concepts for Section projects based on stakeholder and problem analysis and needs assessment to recommend levels and types of interventions;
b) Working with Section staff to draft project proposals and determine the level of financial resources needed for activities;
c) Is responsible for day-to-day implementation of assigned project activities, including monitoring and reporting on key developments.

3. Supporting enhancing coordinating across the CEC Secretariat and municipal election officers (MEOs).
a) Providing the CEC Members and Secretariat with feedback on maintaining permanent and efficient coordination with the MEOs in the field, as a condition for consistent implementation of the electoral framework;
b) In close cooperation with the National Professional Officer (NP1) within the Section, monitors the work of the MEOs in all Kosovo municipalities โ€“ including and with particular attention to non-majority municipalities โ€“ and provides feedback to the CEC Secretariat for improving the co-ordination with and work of the MEOs.

4. Drafting weekly reports, inputs to strategy, policy papers and action plans pertaining to election planning for the Chief of Governance Section.

5. Performing other duties as assigned.

Necessary Qualifications:

University degree in political or social science, law, international relations. A minimum of six years of relevant professional experience in organizing elections. Part of this experience should have been acquired in an international organization or a mission environment. Established ability to co-operate efficiently with various diverse political entities and teams to achieve a common goal, to schedule and control a number of activities simultaneously and to adhere to established deadlines. Political awareness and detailed knowledge of the local political environment; Excellent communication skills; Computer literate with practical experience in Microsoft applications. Excellent written and oral communication skills in English and local languages. Holding a valid driving license


Remuneration Package:

Monthly remuneration, subject to social security deductions is 2110.42 Euro/month. Social benefits will include participation in the OSCE Group Insurance Plan (Health, Life, Accidental Disability, and Temporary Incapacity Insurance) and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority, a higher step may be approved up to a maximum of step 3 subject to specific conditions.
