For the purpose of this vacancy, internal candidates are considered first-tier candidates. ย  The Displacement Tracking Matrix (DTM) is IOMโ€™s information management system to track and monitor population displacement during crises. Composed of a variety of tools and processes, the DTM regularly captures and processes multi-layered data and disseminates information products that facilitate a better understanding of the evolving needs of the displaced population, whether on site or en route.
Under the direct supervision of the Senior Programme Coordinator (Migration Data), the National Officer (DTM Reporting) will coordinate the DTM Reporting & Analysis team and be responsible of the following activities, according to the procedures and guidelines provided by IOM.

1. Coordinate the work of the DTM Reporting sub-unit, including workload distribution amongpersonnel, to verify that deadlines are met, and deliverables are in line with agreed standards.
2. Lead the production โ€“ analysis, writing, editing- of timely and efficient DTM reports, factsheets and analysis activities.
3. Lead the development of reporting processes of DTM projects; monitor implementation of the activities to verify that the work is proceeding according to established plans; analyze implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field.
4. Regularly research, follow-up, compile, analyze and present DTM-related information/data on national, regional and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.

5.Assist direct supervisor in the coordination and monitoring of the operational, administrative and financial aspects of the project in accordance with IOM policies and practices as well as donorโ€™s requirements.
6. Plan, coordinate and conduct DTM capacity building activities for relevant internal and external parties.
7. Participate in the development projects and studies which will include regularly monitoring work plans, budgets, Monitoring & Evaluation tools and standard operations procedures.
8. Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials.
9. Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents.
10. Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements.
11. Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.
12. Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities.
13. Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums
14. Supervise and provide training and technical guidance to project personnel.
15. Perform other related duties as required.

Education

ย โ€ข Masterโ€™s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution; or
โ€ข Bachelorโ€™s degree in the above fields with two years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database. ย  Experience

โ€ข ย Experience in primary and secondary data analyzing and reporting, especially on the topic of migration.
โ€ข Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
โ€ข Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
โ€ข Experience in the region

Skills

โ€ข Excellent communication and drafting skills for effective reporting;
โ€ข Excellent writing skills and strong analytical skills and creative thinking
โ€ข Knowledge of statistics, survey and assessment methodologies is an asset
