Work LocationAbuja, Nigeria Expected duration5 months Duties and ResponsibilitiesU4E is implementing an off-grid refrigeration pilot project in partnership with the Rural Electrification Agency (REA) to deploy energy-efficient off-grid refrigeration solutions in rural and underserved areas of Nigeria. This initiative aims to bridge the energy access gap by introducing sustainable and scalable refrigeration technologies tailored to rural community contexts. Furthermore, U4E in collaboration with fellow UNEP programmes are preparing a comprehensive proposal to the Mitigation Action Facility (MAF) for a larger-scale cooling intervention in Nigeria. This proposal will build upon the lessons learned from current projects and require extensive stakeholder engagement, barrier analysis, and coordination with government ministries to secure necessary support letters and commitments. U4E has a diverse and growing portfolio of activities around the world. U4E has been working Nigeria, in collaboration the Energy Commission of Nigeria (ECN), the Standards Organisation of Nigeria (SON), and the Federal Ministry of Environment, implementing the \"Scaling-Up Energy-Efficient and Climate-Friendly Cooling in Nigeriaโ€™s Nationally Determined Contribution (NDC)\" project. The initiative aims to accelerate the adoption of energy-efficient air conditioners (ACs) using climate-friendly refrigerants, aligning with Nigeriaโ€™s climate targets outlined in its revised NDC. The project is now nearing completion and will focus on winding down activities. Building on the success of previous initiatives in Nigeria, U4E has collaborated with the UNDP to implement the \"Abating Greenhouse Gas Emissions from Obsolete Refrigeration and Air Conditioning Equipment in Ghana and Nigeria\" (AGORA) project. AGORA aims to improve consumer health and well-being, boost economic opportunities and business competitiveness, enhance electric grid stability, protect the ozone layer, and reduce greenhouse gas emissions. Objectives include: โ€ข Establish or strengthen policy, regulation and partnerships to ensure the success of RAC equipment replacement schemes that result in the avoidance of GHG emissions at the end of the equipment's life in a circular fashion โ€ข Transform the RAC market through ambitious replacement, expanding consumer access to energy efficient cooling appliances using low-GWP refrigerants โ€ข Initiate market transformation in the air-conditioning sector in Africa, by promoting certain new technological developments (notably R-290-based domestic AC) The Nigeria National Coordinator will primarily be responsible with the coordination of U4E activities in Nigeria. The consultant will be responsible for the following specific tasks: Develop a detailed workplan for the duration of the contract, defining timelines for the tasks A, B & C. 1. Coordinate the local activities of the AGORA project pertaining to UNEP U4E, including: a. Engage the UNDP local office, ECN, Federal Ministry of Environment and other pertinent local entities on the implementation AGORA project activities. b. Support the communication expert on the development and implementation of the communication strategy. c. Support the financial analyst on the development of the financial mechanism for the implementation of the rebate system. d. Maintain effective communication channels with key stakeholders from government, industry, and civil society to ensure their active participation and alignment with the AGORA project. e. Organize and facilitate stakeholder meetings, workshops, and consultations to foster collaboration and disseminate project updates. f. Help host, participate and follow-up from regular calls for the AGORA project as well as inputs for donor reporting. g. Engage local vendors to collect data and to assess the availability of high-efficiency and low-GWP (Global Warming Potential) refrigeration and air conditioning (RAC) products. h. Collaborate with regulatory authorities to support the enforcement of policies banning the importation of second-hand appliances. 2. Coordinate the local (Nigeria) contributions under U4Eโ€™s guidance as part of UNEPโ€™s preparation of a comprehensive proposal to the Mitigation Action Facility (MAF) for cooling interventions, including: a. Liaising with relevant government ministries and agencies to secure letters of support and commitments. b. Engaging with local stakeholders to inform barrier analysis and activity definition. c. Facilitating inter-ministerial coordination meetings and consultations. d. Supporting the development of proposal components based on local context and stakeholder input. 3. Provide oversight and coordination for the off-grid refrigeration pilot project implementation, including: a. Monitoring compliance with UNEP requirements and U4E guidelines. b. Coordinating with the REA and ensuring alignment with project objectives. c. Overseeing deliverable quality and timeline adherence. d. Facilitating regular progress reviews and reporting to UNEP. B. Policy Analysis โ€ข Contribute to policy analysis and improvements for the AGORA project, including: o Legal assessments for enforcing bans on second-hand RAC equipment. o Support for regulatory frameworks to integrate low-GWP refrigerants. o Strengthening compliance mechanisms through technical assistance. o Designing and piloting a rebate program for RAC equipment in Nigeria. o Developing financial mechanisms for energy-efficient appliance adoption. โ€ข Contribute to the policy analysis in the development of the MAF proposal and off-grid projects. C. Outreach โ— Develop content and assist in effective outreach of research outputs, through close coordination with design and communications team. โ— Participate and represent he U4E ongoing project activities and accomplishments during events and meetings. โ— Coordinate with the communication expert on the development and implementation of the communication strategy to reach out to consumers that could benefit from the financial mechanism. Qualifications/special skillsAn advanced university degree (Bachelors or equivalent additional experience) in energy or environmental policy, energy, environmental or international economics, or a related engineering or science field. minimum of 6 years professional experience (may include relevant internship experience) with energy policies and international development programmes. Sufficient knowledge of the Nigeria energy situation, energy (renewable energy and energy efficiency) policies, legal and regulatory frameworks. Experience developing outreach materials and building coalitions to secure the commitment of country officials and stakeholders for the implementation of energy efficiency policies. Demonstrated ability to coordinate energy efficiency projectsโ€”particularly on lighting, appliances, and equipmentโ€”including regional harmonization efforts in developing countries. Strong understanding of the informational needs of senior decision makers in national and regional energy-related institutions. Familiarity with appliance markets such as air conditioners and refrigerators, and a strong track record of team collaboration and adaptability to evolving project needs. Languagesโ— Proven excellence in written and oral communication in English, with a focus on technical and policy aspects of energy and environmental topics. A local major language would be an asset.
