Result of Service1) Management of Project Preparation Grant (PPG) a. Oversee, create, and submit a detailed workplan in consultation with the experts, with a clear delegation of work responsibilities. b. Ensure the project is participatory, gender-responsive, and based on stakeholder engagement. c. Responsible for the formulation of budget and financial planning of the PPG. d. Ensure that all technical studies and reviews by consultants follow the allocated budget. 2) Project Workshop and Meetings a. Lead the PPG inception workshop b. Lead the workshop to discuss and validate the full-scale project and ProDoc; and c. Lead consultations and meetings with stakeholders as necessary. d. Oversee revisions highlighted in the workshop. 3) Project Document Package and Annexes a. Ensure that the baseline/situational analysis for the full-scale project is precise and in line with the ProDoc requirements. b. Oversee the identification and mapping of the three project sites in consultation with the experts and stakeholders. c. Lead the development of the project design, including the Theory of Change and Results Framework d. Develop the budget for the project e. Identify opportunities for private sector engagements, collaborations, and co-financing. f. Oversee and finalise any additional studies determined to be needed to prepare the ProDoc. g. Create and ensure that the Stakeholder Engagement Plan and the Gender Action Plan are meaningfully integrated into the project h. Ensure that the full-scale project includes Gender Mainstreaming. i. Ensure that all risk assessments forms and the environmental and social safeguards are fully implemented during the PPG. Work LocationHome-based in Thailand Expected duration6 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP Ecosystem Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The Coordinating Body on the Seas of East Asia (COBSEA) is a regional intergovernmental mechanism and one of 18 Regional Seas programmes with nine participating countries โ€“ Cambodia, China, Indonesia, Republic of Korea, Malaysia, the Philippines, Thailand, Singapore, and Viet Nam โ€“ aimed at the protection and sustainable development of the marine and coastal environment. COBSEAโ€™s efforts are guided by the Strategic Directions 2023 โ€“ 2027 across three thematic areas: marine pollution prevention, reduction, and control; marine and coastal biodiversity, ecosystem conservation and management; and climate action. Within the marine pollution thematic area, COBSEA is mandated to reduce nutrients pollution as a regional and transboundary challenge in the East Asian Seas. To accelerate this process, COBSEA, together with the Thailand Pollution Control Department (PCD), developed a child project for the Global Environment Facility (GEF) Clean and Healthy Oceans Integrated Programme (CHO IP) focused on addressing nutrients pollution in Thailand. The project โ€œSeeding a Nutrient Pollution Reduction Strategy for the coastal waters of Thailandโ€ is currently in its project preparation grant (PPG) stage, aiming to guide and finalize the arrangements for the implementation and workplan of the full project. The project focuses on nature-based solutions, improving strategic national policy, and improving the monitoring and data analysis of nutrient pollution. It is aimed that the experience of this Thailand project can serve as basis for the regional nutrients pollution reduction strategy. Qualifications/special skillsA first-level masterโ€™s degree in a relevant field, such as environmental management, development studies, international relations, economics, or any related field is required. โ— A minimum of 10 years professional experience in programme/project planning, development, coordination, implementation and/or evaluation โ— Experience working in environmental, sustainable development and policy analysis, technical assistance and capacity development โ— Demonstrated experience in GEF project management (including creating stakeholder engagement plans and ensuring gender mainstreaming, and environmental and social safeguards โ— Experience in knowledge management and developing strategy documents, workplans and budgets โ— Experience working with government officials and/or stakeholders in Thailand โ— Demonstrable experience working on nutrient pollution and/or marine pollution is an asset โ— Experience working in the East Asian Seas and/or with COBSEA or Regional Seas is an asset โ— Prior experience working for the U.N. and/or other international/regional organization is desirable โ— Strong analytical, research and report writing skills are required. โ— Strong communication and relationship-building skills. โ— Ability to work independently with minimum supervision. โ— Ability to work in a multi-cultural team environment and to deliver under pressure/meet deadlines. โ— Innovative and creative, problem-solving skills.
