The Position:

Access to accurate, timely, and disaggregated population and social data is critical for planning, humanitarian response, and development in counties affected by conflict and displacement. However, gaps in coordination and communication between data producers (such as national statistical offices, research institutions, and humanitarian data platforms) and data users (including local governments, NGOs, donors, and community actors) continue to hinder the effective use of data. In response, a 3-day policy dialogue workshop will be convened to strengthen collaboration, align data priorities, and contribute to the development of a National Statistical Strategy (NSS). To ensure effective facilitation and meaningful engagement throughout the workshop, an experienced and impartial Workshop Facilitator is required. 1. Objectives โ— To identify user needs and data gaps in population and social data. โ— To understand producers' capabilities, constraints, and priorities. โ— To develop collaborative strategies for improving data production, access, and use. โ— To facilitate discussions that lead to actionable recommendations for data policy and practice. The facilitator will be responsible for guiding the workshop process, ensuring participatory and inclusive dialogue among all stakeholders, helping translate technical discussions into actionable outcomes, and supporting the synthesis of inputs for both the policy dialogue and the NSS draft.

The competent will be working under the direct supervision of UNFPA CO Programme officer for population and Data as well as the PSC concerned staff.

You would be responsible for:

Stakeholder Mapping: Identify key actors, including government agencies, researchers, NGOs, and international organizations, who produce or use population and social data.ย  Dialogue Structure: Design and implement a structured dialogue process, which may include workshops, thematic working groups, and online platforms. Knowledge Synthesis: Facilitate the sharing and exchange of knowledge, best practices, and evidence between users and producers. Capacity Building: Support the dialogue by providing training or resources to help participants better understand each other's perspectives and needs.ย 

The facilitator will be expected to:ย 

Pre-Workshop:ย 

Develop an online userโ€™s satisfaction survey. Participate in planning meetings with organizers to prepare, refine the agenda, session flow, and methodology. Review relevant background documents, including data landscape assessments, humanitarian needs overviews, and draft NSS frameworks. Support the finalisation of workshop tools, group work templates, and facilitation materials.ย  Identify needed presentation for the sessions

During the Workshop:

Serve as lead moderator for plenary and breakout sessions across all 3 days.ย  Foster constructive dialogue between diverse stakeholders (data producers, users, government, humanitarian actors, CSOs, academia).ย  Ensure all sessions run on time and achieve their intended objectives. Use participatory methods (e.g., world cafรฉ, group rotations, fishbowl) to stimulate engagement.ย  Summarize key insights and emerging themes during daily wrap-ups.ย  Mediate discussions to promote consensus and clarity on technical and strategic issues.ย 

Post-Workshop:ย 

Provide a synthesis of workshop outcomes, including: ย 

1) Summary of key data challenges, priorities, and opportunities. 2) Userโ€“producer collaboration commitments. 3) Draft NSS inputs (vision, pillars, stakeholder roles)

Prepare draft workshop report and NSS working document (if applicable)ย  Prepare action Plan

Advanced degree in Development Studies, Demography, Statistics, Public Policy, or related field

At least 7 years of experience in facilitation of multi-stakeholder dialogues or strategic planning workshops Demonstrated expertise in data ecosystems, statistics, humanitarian coordination, or governance Strong understanding of issues related to data in conflict-affected or fragile contextsย  Proven ability to synthesize complex discussions into actionable outcomes

Languages:ย 

Fluency in Arabic/English, working knowledge of other official UN languages, preferably
