As part of the 2023 EU4Health workplan, the International Organisation for Migration (IOM) and the World Health Organisation (WHO) have been working on a joint EU4Health project to help secure access to healthcare for refugees and displaced Ukrainians in selected European Union Member States and the Republic of Moldova.ย

As part of this wider project,ย the European Commission has asked IOM andย the European Observatory on Health Systems and Policies (OBS) to work to deliver five resilience tests to further understand the functioning of national health systems regarding the influx of war-related migrants from Ukraine.

The Resilience testing tool was developed to explore how any given health system would perform in adversity as part of the EU4Health 2022 work plan. The Practical Handbook sets out a collaborative testing methodology for interrogating health system vulnerabilities in relation to a specific shock. It allows planners and policymakers to systematically review their own system, understand weaknesses, and identify possible remedial actions.

  1. First deliverable โ€“ Adjusted scenario using the OBS template to reflect the impact of the influx of migrants on the Republic of Moldova and to summarise existing data on the health system response to the shock. First draft in English to enable IOM and OBS review, final draft in local language โ€“ First draft deliverable by email 6 weeks before the resilience testing event. Final draft to be sent out to resilience test participants 1 week before the resilience testing event. ย Deadline for the 1st deliverable: 25 June 2025
  2. Second deliverable - National counterparts will propose a list of resilience testing workshop participants to OBS/IOM for consideration. The list will include 20-30 potential resilience test participants, identified through stakeholder analysis, with expert knowledge and/or representing key agencies involved in response to the migration scenario โ€“ Deliverable by email 6 weeks before the resilience testing event. Deadline for deliverables: 10 July 2025
  3. Third deliverable - A set of resilience test questions, developed in close collaboration between researchers and facilitators, that are tailored to the context of the country, the priorities for the resilience test day and the facilitation style of the day. First draft in English to enable IOM and OBS review, final draft in local language - First draft deliverable by email 4 weeks before the resilience testing event. Final draft deliverable by email 1 week before the resilience testing event. Deadline for deliverables: 20 July 2025
  4. Fourth deliverable โ€“ In close collaboration with research team, facilitation of the resilience test day, in the local language, accompanied by a set of slides to guide the facilitation of the resilience test event. ย โ€“ Deliverable in person at the resilience testing event. Deadline for deliverables: 01 August 2025
  5. Fifth deliverable โ€“ Share the final scenario and final set of questions on the online resilience testing repository (acceptable in English or in local language) - Deliverable via online repository website, 2 weeks after the resilience testing event. ย Deadline for deliverables: 01 September 2025
  6. Sixth deliverable - Country findings report. Summarize the background research and outcomes of the resilience test event, in English, according to the template provided by OBS - First draft deliverable by email 1 month after the resilience testing event. Deadline for deliverables: 01 October 2025

    Education, Experience and/or skills required

    Experienced professional in public health and migration health, with a strong background in facilitation and a deep understanding of the health system and migration landscape in the Republic of Moldova. Possesses in-depth knowledge of national health policies, institutional frameworks, and the roles of key health actors, including the Ministry of Health, the National Health Insurance Company, the National Agency for Public Health, and relevant international partners.

    Demonstrates a proven track record in conducting and coordinating research on public health and migration topics, with a robust portfolio that includes literature reviews, policy analyses, and evidence-based reports. Skilled in synthesising complex data and translating findings into actionable insights to inform policy development and strengthen health systems. Highly experienced in managing multi-stakeholder dialogues and facilitating workshops, roundtables, and capacity-building events aimed at enhancing access to healthcare services for migrant populations. Brings added value through demonstrable experience in addressing the health needs of refugees from Ukraine, with a focus on inclusive, equity-driven approaches.
