2.ย ย ย Purpose of consultancy ย
The purpose of the national consultancy is to provide support for the Urban Governance Project for Health and Wellbeing, Phase II for HPS -EMRO.
3.ย ย ย Background ย
ย ย ย ย The national consultant will be supporting the โWHO Urban Governance for Health and Wellbeingโ project initiative, which seeks to enhance good governanceย for Health and Wellbeing through multisectoral and multi-stakeholder engagement in rapidly urbanizing and high-density cities. This initiative is expected to work towards achieving the SDGs targets 3 and Promote Pillar of the WHO 14th General Programme of Work. The project also aims to address key urban health issues, including social determinants, and promote healthier lives for individuals and communities living in cities. This is to address key urban health problems such as informal settlements, access to basic public services, and social cohesion. the WHO Urban Governance for Health and Wellbeing initiativeโs Theory of Change includes five key strategic actions which are as follows:
ยทย ย ย ย ย ย ย ย Re-orient institutions of governance through the leadership of mayors to increase community participation and effectiveness.
ยทย ย ย ย ย ย ย ย Integrate mechanisms at the institutional level to promote policies and interventions with a participatory process from multiple sectors.
ยทย ย ย ย ย ย ย ย Enhance technical competence to address social determinants of health and equity in cities through a HiAP approach to the key issues.
ยทย ย ย ย ย ย ย ย Generate new evidence on urban governance for health and wellbeing at the local level.
ยทย ย ย ย ย ย ย ย Advocate for participatory urban governance for health and wellbeing through global, regional, and national city and mayorsโ networks.
EMRO has received the first tranche for phase II from the Swiss Development Corporation Fund as part of a global WHO project to enhance urban governance for health and wellbeing. Tunisia is one of the five cities from four Regions identified to implement the WHO Urban Governance for Health and Wellbeing initiative. Based on that, a country-level. Activity plan has been developed after completion of phase I for WHO country office, Tunisia. The project will be implemented by EMRO and WHO country office of Tunisia.
The national consultant is to support the work of promoting urban governance for health and wellbeing in the context of Healthy City as a multisectoral platform and the development of activity plans related to the Regional Healthy Cities Network as well as documentation of implementation.
