COUNTRY CONTEXT The United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2026 between the Government of Republic of Tajikistan and the United Nations is anchored in the national priorities elaborated in the National Development Strategy (NDS) 2016-2030, its Mid-term Development Programmes (MTDP), the Sustainable Development Goals (SDG) and nationalized targets, the human rights commitments of Tajikistan and effective response and recovery from the Covid-19 pandemic. The national development vision calls for: 'A steadily growing, competitive country that provides decent living standards and equal opportunities for each person to realize his or her potential based on equality, justice, and respect for human dignity.' With the NDS 2030, Tajikistan has made tangible progress toward achievement of the SDGs. While poverty rates have fallen, the Tajikistan Voluntary National Review (VNR) highlights that 1 in 4 persons is vulnerable to multiโdimensional poverty. To respond, the UNSDCF is focused on reaching vulnerable groups to ensure they are not left behind. UNSDCF results will be achieved in broad partnership with civil society organizations (CSOs) and volunteer groups, nonโgovernmental organizations (NGOs), the human rights institutions, academia, media, the private sector, and international partners. The Government of Republic of Tajikistan and the UN system have mutual accountability for the achievement of UNSDCF results. Cooperation aims to achieve a set of interโconnected and measurable changes at both institutional and community levels. These will support Tajikistan to secure improved living standards based upon sustainable economic development and equal opportunities for each person to realize his or her potential based on equality, justice, and respect for human dignity. 2. ASSIGNMENT BACKGROUND The annual UN Country Results Reports are aligned with and follow the UNCT Results Report Guidelines 2024. The annual UNCT Results Reports are guided by the following principles in relation to their scope, content, format, timeline, and quality assurance: โข The UN Country Results Report must report on the status of system-wide implementation of the Cooperation Framework as well as other planning documents between the UN and the Government. In addition, any other plans and priorities driving the advancement of sustainable development in the country should be featured, to ensure one consolidated annual report on results achieved. The Report should highlight how the UNCT has collectively transformed the countryโs development trajectory through policy shifts, systems change, and large-scale results, demonstrating the UNโs role in accelerating SDG implementation under the Cooperation Framework โข The primary audience of the UN Country Results Report rests at the country level. The Report will be presented to the national Government for information and joint accountability while also informing other national stakeholders and development partners. It will be also shared broadly with other stakeholders in the country to ensure full visibility of UN results. The Report will be prepared in English, Tajik and Russian and format accessible to different stakeholders. The report should be 25 pages maximum or no more than 10,000 words. โข The UN Country Results Report uses existing country-specific data points of UN INFO, the Information Management System (IMS), and other platforms as relevant, which are kept up to date by the Resident Coordinatorโs Office (RCO) and the UNCT. โข In parallel with formulation of the annual UN Country Results Report, UNCT will conduct UNSDCF 2023-2026 annual performance review to discuss achievements, challenges, opportunities and lessons learned. Based on this review and the evolving country context, the Result Groups shall propose amendments to the Cooperation Framework and/or the following yearโs joint workplan to the country team to ensure the continued relevance and effectiveness of support to the country. The outcomes of the review and recommendations will be reflected in the UN Country Results Report. โข The report should be released by 31 March 2026 and presented at the Joint Steering Committee in April 2026. The UN Resident Coordinatorโs Office is recruiting a national consultant to support the performance analysis of year 2025 and produce the 2025 UN Annual Results Report, in consultation with the UN Country Team Qualifications/special skills- Masterโs degree or equivalent university degree in international development, economics, social sciences or related field is required. - A minimum of 10 years of professional experience specifically in international development initiatives in working with development organizations is required - Extensive knowledge of and experience in systems thinking and applying, qualitative and quantitative analytical methods; Ability to identify beneficiariesโ needs, and to match them with appropriate solutions โ demonstrated in at least 2 previous assignments is required. - Technical competence in undertaking complex analysis which involve use of mixed methods is required. - Knowledge of UN role, UN reform process and UN programming at the country level, particularly strategic programming; Familiarity with the 2030 Agenda and SDG related processes is required. - Excellent writing and analytical formulation skills with demonstrated experience in preparing strategic and programming documents or similar analytical documents โ at least 2 engagements of similar nature is required. - Strong understanding of the development and political context and working experience in the closer region and/or context is optional. LanguagesFluency in English is required. Knowledge of Russian and Tajik is an asset. Additional InformationSCOPE OF WORK & METHODOLOGY Under the overall guidance of the UN Resident Coordinator, the supervision of the Head of RCO, and consultation with the Data Management Officer, PDFO and Communication and Advocacy Analyst, the selected consultant will be responsible for preparation, implementation and administration of the assignment, which includes but is not limited to: SCOPE: Conduct desk-review, design and conduct a one-day online introductory session with UNSDCF Result Groups to begin preparation of the results-based UN Annual Results Report 2025. Conduct follow-up meetings/consultations with Data/ M&E group, Programme Management Team, UN Communication Group, Operations and Management Team to highlight their inputs to the ARR 2025. Support the UNSDCF Result Groups in conducting the Annual Performance review and completing the review reporting template Consolidate inputs from Results Groups, including human stories, and produce the 2025 UN Annual Results Report in line with the UNCT Results Reporting Template Finalize report design and initiate drafting of the report Consult with stakeholders on report contents and incorporate feedback. Finalize report and submit METHODOLOGY: โข Conduct a one-day online introductory session with Result Groups (RGs) to align expectations and clarify the reportโs objectives. โข Engage with UNCT management structure: Programme Management Team (PMT), Results Groups, Data&ME Group, UN Communication Group, and the Resident Coordinatorโs Office (RCO) to identify key priorities and information needs for the report. โข Coordinate meetings with UN Working groups, CF Result Groups to gather inputs in alignment with the UNCT Results Report guidelines. โข Collect and consolidate data from RGs, ensuring it follows the UNCT Results Report guidelines โข Linking output-level results to outcomes โข Demonstrating UNCTโs collective and system-wide impact on the countryโs development trajectory through policy shifts, systems transformation, and large-scale results โข Highlighting integrated policy and normative support, showing the shift towards high-quality, joined-up policy support. โข Ensuring reporting is data and evidence-based, backed by outcome/output indicators (at least 15 UNSDG output indicators), using UN INFO data and infographics where possible. โข Promoting transparency by highlighting not only progress but also challenges and lessons learned. โข Reflecting the spirit of partnership, describing how collaboration with governments, civil society, private sector, IFIs, academia, and vulnerable groups drove change, including new and innovative partnerships. โข Showcasing better ways of working for the SDGs, including reforms, coordination, RC leadership, RCO support, SDG financing, UNCT configuration review, and efficiency measures that strengthened results โข Analyze the collected data and draft the narrative report, ensuring it follows the UNCT Results Report guidelines and reflects the progress against the jointly set targets and priorities. โข Work closely with the report designer to quality assure the text and data flow throughout out the report (digital and print-ready copy). โข Compile the results of UNSDCF RGs discussions and recommendations for Annual Performance Review. โข Share the draft report with the RCO, PMT, RGs and UNCT for feedback and suggestions. โข Revise the report based on feedback to ensure accuracy, clarity, and alignment with the expected outcomes. โข Finalize the report, ensuring it meets all the agreed-upon standards, and submit it to the UN Resident Coordinator/UNCT for approval. Throughout the process, the consultant will rely on the Office of the UN Resident Coordinator, the UNSDCF Results Groups, Data/ME group and UNCT for support and advice. The RCO will facilitate contacts with UNSDCF Results Groups, UN Working Groups and UNCT via e-mail or Team when necessary. Consultations throughout the process will be encouraged to ensure identification of appropriate priorities. The UN RC Office and all agencies, using available support and resources from Regional Offices and HQ as relevant, will make available all necessary documents for review in the context of this exercise. The approach of the assignment shall be participatory and inclusive ensuring full participation and ownership from the UNCT under leadership of UN Resident Coordinator.
