Purpose of the Consultancy

The population census in Jordan plays a vital role in understanding the countryโ€™s demographic structure, population size, and distribution. It provides a critical foundation for evidence-based decision-making and national development planning.

The census process includes several stages โ€” preparatory, enumeration, and data processing and analysis โ€” with the preparatory phase being especially significant. It covers planning, mapping, questionnaire design, training, and public awareness, setting the foundation for accurate data collection and credible results.

A key element of this preparatory phase is demarcation, which divides the country into distinct geographic units known as Enumeration Areas (EAs). This ensures full population coverage without overlaps or omissions and supports effective planning for:

Workforce and enumerator allocation

Financial and logistical resources

Transportation requirements

Projection of growth in buildings, housing units, and households between 2015 and 2026

UNFPA Jordan seeks an individual consultant to lead the demarcation analysis in close collaboration with the Department of Statistics (DOS).

Interested applicants should submit:

A comprehensive curriculum vitae (CV)

At least one sample report or publication demonstrating experience in demarcation analysisScope of Work / Deliverables

The consultant will analyze the results of the recent demarcation process and compare them with Census 2015 data to identify and interpret spatial, demographic, and structural changes.

Key tasks include:

Assess current block sizes across the Kingdom versus 2015 levels and analyze the drivers of change across governorates.

Examine data on buildings and housing units, identify and explain key differences between 2015 and 2026, and conduct a detailed analysis.

Project future developments in buildings, housing units, households, and population.

Calculate indicators and rates for buildings, housing units, households, and individuals for 2015โ€“2026.

Train DOS staff to enhance analytical capacity in statistical demarcation and ensure clarity and consistency in data interpretation.Duration and Working Schedule

The consultancy will cover 10 working days within a one-month period, with an expected start date of November 2, 2025.Place of Work

No travel is expected.Required Qualifications and Competencies

Bachelorโ€™s degree in demography, statistics, or related social sciences with 7 years of relevant experience, or a Masterโ€™s degree with 5 years of relevant experience in data collection, processing, and analysis.

Strong background in statistics or demography.

Proven experience in training, data analysis, and report writing.

Knowledge of population and housing census processes.

Excellent computer literacy (MS Office, database management).

Experience with the UN System and demographic surveys is an asset.
