Result of ServiceThe Consultant is expected the do the following: 1. Review the bills, produce an assessment/inception report on the review of the bills, identifying areas for improvement and making recommendations to improve them within fifteen days as of the effective date of the consultancy, referencing both national and international laws; and follow-up on the discussions at various levels, coordinate, and incorporate comments (30 days - 60%). 2. Develop a detailed strategy/work plan covering the completion and validation of the Bills and programs for engaging the Legislature and provide requisite support to OWECC-L in furtherance of achieving its mandate (30 days - 40%). Note: This is to clarify that the consultancy will be paid at a monthly rate, in bulk, rather than on a daily rate. Work LocationMonrovia Expected duration19.01.26 - 10.03.26 Duties and ResponsibilitiesThe mandate of the Office for the Establishment of a War and Economic Crimes Court for Liberia (OWECC-L) is, inter alia, to draft separate legislations to establish a hybrid War and Economic Crimes Court (WECC) that incorporates both national and international laws, and the National Anti-Corruption Court (NACC), within the Liberian Judiciary but taking into full consideration jurisdictional configuration which shall be separate and distinct from those ascribed to the other current criminal courts in Liberia, operationalize each court and in doing so, liaise with international partners in sourcing funds and other technical support. The full description of each court is contained in the joint resolution and the executive orders. The proposed consultancy builds on the progress made by the OWECC-L and partners with the support and coordination of the OHCHR and other UN entities. It complements the ongoing work in drafting the substantive and procedural legislation for the courts, and full implementation of the OWECC-L’s mandate. Under the direct supervision of the OWECC-L, the consultant will therefore be stationed and work daily in the OWECC-L, on diverse issues, including follow-ups finalizing the Bills and collaborating with various actors to ensure their passage by the Legislature, and when approved by the President, publication in Handbills. Qualifications/special skillsAt least a degree in law, international law or human rights. Experience in international human rights and humanitarian law would be a strong asset. A minimum of seven years of professional experience as a practicing lawyer (including teaching law or as a judge), legal consultant or advisor in human rights or anti-corruption matters. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in spoken and written English is required.
