National Consultant to Design,Plan,Organize and Implement Training on Risk-Informed Development

Background

National Resilience Programme (NRP) is working to sustain the resilience of human and economic development in Bangladesh through inclusive, gender responsive disaster management and risk in-formed development. NRP is a joint programme being implemented by four agencies of Government of Bangladesh: Department of Disaster Maznagement, Programming Division of Bangladesh Planning Commission, Department of Women Affairs and Local Government Engineering Department. NRP-Programming Division (NRP-PD) Part is designed to enhance the capacities for gender responsive, disability inclusive risk-informed public and private investment. The specific objectives of NRP- Programming Division Part are:

Capacity building for gender responsive, inclusive and risk informed development planning

Facilitate access to information on disaster and climate risk through establishing a digital platform

Enhance the capacity within the Planning Commission for disaster and climate risk screening of project

Enhance knowledge base on disaster and climate risks in Government of Bangladesh implementing agencies

Strengthening knowledge base on disaster risk for private sector investment and promote business continuity plan

The National Resilience Programme (NRP) being implemented by the Programming Division of Planning Commission is promoting risk informed public and private investments in the country. As a part of this process, the project takes initiatives for building capacities of public and private sector officials to equip them with knowledge and skills for integrating disaster and climate change related risks into their investments.  Therefore, the project has planned to arrange a series of training during project period for government officials of different ministries and implementing agencies.  Moreover, the project will organize trainings for mid-level management of industry sectors and business community leaders on resilient supply chain management, Business Continuity Planning and Management, etc. to promote risk-informed business practices in Bangladesh.

OBJECTIVE OF THE ASSIGNMENT

It has been recognized that unless adequate capacities are built, technical and financial support will remain underutilized to the detriment of the development process. The objective of this assignment is to plan, execute, manage, and coordinate all activities related to training and capacity building under the project with highest professional standard to enhance capacity at all three levels, namely institutional, organizational and individual.

Duties and Responsibilities

DELIVERABLES

The selected consultant will thoroughly study the TOR and prepare an elaborated work plan in consultation with Project Director of NRP-PD and NRP-PD team and the NRP-PD will organize an orientation/meeting for the consultant to present in detail the work plan and ensure a shared understanding. The detail of his/her activities is as follows.

Task 01: Submission of Inception report

  • Prepare an inception report incorporating working approach and a time bound work plan. Inception report should also include about the coordination and mode of engagement with NRP-PD team members;

  • Presentation of inception report in a workshop to be arranged by the NRP-PD Part with the participation of all key stakeholders;

  • Submission of final inception report addressing feedbacks given by PD and Project Manager of NRP-PD.

Task 02: Develop training manual, handbook and strategy

  • Develop an overall capacity building strategy for the project and its target participants;

  • Coordinate and facilitate training and capacity building needs of GoB officials, private sectors and other stakeholders for designing the training program and implementation;

  • Prepare a comprehensive training manual and handbook on Risk Informed Development for Programming Division by compiling training reports/modules on the Disaster Risk Profiles, the Risk information platform and Disaster Impact Assessment in project or programme planning and sector plan development process;

  • Assist with content development for training on Supply Chain Resilience for business community;

  • Provide required support to the consultants of ongoing studies for developing training manual/ handbooks/ presentation;

  • Develop an e-learning framework to formulate and understand challenges of online courses of selected trainings of NRP-PD on the basis of assessed need;

Develop an overall capacity building strategy for the project and its target participants;

Coordinate and facilitate training and capacity building needs of GoB officials, private sectors and other stakeholders for designing the training program and implementation;

Prepare a comprehensive training manual and handbook on Risk Informed Development for Programming Division by compiling training reports/modules on the Disaster Risk Profiles, the Risk information platform and Disaster Impact Assessment in project or programme planning and sector plan development process;

Assist with content development for training on Supply Chain Resilience for business community;

Provide required support to the consultants of ongoing studies for developing training manual/ handbooks/ presentation;

Develop an e-learning framework to formulate and understand challenges of online courses of selected trainings of NRP-PD on the basis of assessed need;

Task 03: Training plan and implementation

  • Develop training plans and a training calendar, identify ‘fit-for-purpose’ training methodologies for training and/or capacity building components of the project;

  • Assist in development and review of training materials and propose recommendations to improve their overall effectiveness and efficiency in line with TNA;

  • Undertake pre-training arrangements with coordination with Project Director and NRP-PD team for the scheduling of training, such as training budget, invitation of participants, venue and food, printing of course materials, organizing the course kits, and other related concerns;

  • Ensure the timely preparation of all supporting documents, logistics and obtaining administrative orders for smooth delivery of the trainings;

  • Compile all the training materials in hard and soft modes to serve as a training resource for the Programming Division as a part of strengthening institutional capacity;Coordinate with relevant experts/consultants for their technical inputs/participation as resource persons;

  • Provide supports in managing international training programmes/conferences/workshops;

  • In close collaboration with NRP-PD team, manage logistics service providers and consultants to complete the trainings; and

  • Disburse travel allowance, daily allowances and fees of the resource persons and participants in accordance with the GOB and UNDP guidelines as per approved budget.

Task 04: Oversight of trainings and documentation

  • Plan, design and conduct pre and post-training assessment /evaluation to understand trainees’ preferred learning methods, learning expectations, baseline of skills/knowledge as well as trainees’ satisfaction with training content, learning methodology, extent & nature of transferred skills/knowledge respectively that may influence the design and format of training/workshops implemented by the Programming Division and UNDP;

  • Collect data on participants, trainee feedback and evidence from the trainings conducted for the project’s training reports

  • Documentation of all the of all the training programmes including final training documents (manual and power point slides, group work exercise etc.), contact lists of participants, participants’ nominating letter, photos, and other levant materials; 
  • Share learnings with NRP-PD team, identify potential risks or gaps and areas of improvement, and recommend new strategies, methodologies, and tools for trainings, as appropriate; provide guidance for increasing coverage and understanding of the NRP’s work on capacity development of GoB/private sector professionals; and

  • Provide regular updates on the workplan/activities and progress under the assigned work package based on agreed reporting process and schedule.

    Task 05: Knowledge sharing and promoting learning

  • Promote a knowledge sharing and learning culture among GoB professionals; and formulate knowledge sharing strategy;

  • Promote the comprehensive capacity development approach envisaged in NRP and, in consultation with the Government and UNDP, implement transfer of knowledge through a series of training and learning events.

  • Build relationships with internal and external sources of knowledge (e.g. multilateral and bilateral research institutes, think tanks)

  • Maintain liaise/networking with national government training institutes (such as NAPD, NADA, BCS admin academy, etc.) to introduce the training manuals/modules into their annual training programmes;

  • Developing text for selected online training course with consultation with project team to promote e-learning;

  • Identify and apply creative combinations of learning approaches inside and outside of each training sessions as the most effective means of informing knowledge and skills for targeted participants;

  • Systematically and strategically share experience, lessons learnt from the training activities with NRP-PD team to ensure strategic priorities of knowledge management;

  • Build a good understanding of the NRP project and maintain good working relationship with the UNDP, Programming Division and NRP PCMU and other component teams; and

  • Perform any other tasks as may be assigned by the project director or Project Manager.

TIMEFRAME, DELIBERABLES AND PAYMENTS

The consultant will present appropriate work modality/approach, detail ToR. Other interim reports may be produced to facilitate the completion of the assignment, at the discretion of the consultant. The consultant will ensure comprehensive, coherent, high quality reporting, in clear and professional format. In case of doubt, the project manager will determine the format of reporting.

The financial proposal shall specify daily fees and total fees and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. The ddeliverables are linked with the payment schedule, is as follows:

SUPERVISION AND PERFORMANCE EVALUATION

The consultant will be contracted by the UNDP Bangladesh (on behalf of the Government of Bangladesh) under UNDP’s standard rules, condition and regulations.  The consultant will report to project Manager, NRP-PD in close coordination Project Director of NRP-PD. Project Manager will provide oversight and quality assurance who will also carry out performance evaluation after successful completion of the assignment.

DOCUMENTS:

The Consultant will prepare and submit the documents mentioned above at the assignment deadline dates. Further work, or revision of the documents, may be required if it does not meet the UNDP standards, requirements of TOR, or if there are errors of fact or the document is incomplete or not of an acceptable standard

INPUTS:

The NRP- Programming Division Part will provide office space for desk works if needed. The consultant needs to arrange own office space and computer/laptop in performing works and travel for data collection and other related activities to perform their tasks, as required.

Required Skills and Experience

Academic qualification

  • Advanced University degree (Master or equivalent and above) in economics/development studies/disaster management/sociology /geography and environmental sciences or any other relevant subjects.  

Experience

  • Minimum 10 years work experience with GoB or INGOs / UN agencies or private sectors in the area of training, capacity building and/or teaching;

  • At least five years of direct experience in working in capacity building programmes for public or private sector institutions, with demonstrated experiences in overseeing training programmes and related logistics is required;

  • Proven experiences of developing TNA, conducting training and preparing training manual and reports;

  • Knowledge and ability in using diverse training methods and strategies is desired;

  • Experience in disaster risk management and climate change issues as well as GoB Project Planning will be treated as advantage;

  • Excellent oral and written English and Bangla communication skills, and exceptional technical writing and presentation capabilities.
