The Position:
The purpose of this consultancy is to support the UNFPA Nepal country office in implementing the National Maternal and Newborn Health Acceleration Plan through providing onsite strategic, technical, policy, and programmatic support in the areas of EmONC, MPDSR, implementation of fistula roadmap, cervical cancer and other key maternal and newborn initiatives implemented by the Family Welfare Division (FWD), Ministry of Health and Population (MoHP).
Under the overall supervision of UNFPA Programme Analyst (SRHR) and reporting to the MNH section chief, Family Welfare Division, the consultant will play a key role in the efficient and effective implementation of priority MNH programs.
It is also expected that the consultant will contribute to regular reporting and information sharing related to regional grants implementation, including a new Regional Programme on SRHR data funded by DFAT โ Australia, under which this consultancy will be funded. Close coordination and regular meetings with UNFPA Asia-Pacific Regional Office (through the UNFPA Nepal team) will be required as part of this consultancy.

Job Purpose:

You would be responsible for:
Under the overall supervision of the Programme Analyst (SRHR) and reporting to the chief of MNH section, FWD, the consultant is expected to provide programme and technical support as follows:
Orient government and other stakeholders at federal and provincial level on the need for continued EmONC improvement processes, light assessment tool and online monitoring dashboard. Using the light assessment tool, train service providers and facilitate rapid EmONC assessment prioritizing CEmONC and BEmONC facilities across Nepal. Support FWD to integrate light assessment tool into the existing FWD web portal (online dashboard). Monitor and ensure regular data is collected from CEmONC/BEmONC facilities across Nepal through the national EmONC web portal. Monitor the functionality of EmONC referral networks supported by GIS and online dashboard. Provide regular updates and reports to FWD and UNFPA about functionality of CEmONC facilities. Support the development of the EmONC improvement plans in selected facilities. Coordinate with FWD IT & HMIS team as well as the LAT IT consultant and support in collecting data, analysis and writing regular EmONC implementation narrative report. Provide hands-on technical support in the implementation and monitoring of joint UNFPA and MoHP priority program on reproductive health morbidities/priorities including cervical cancer, obstetric fistula, infertility and MPDSR. Support to update cervical cancer elimination roadmap and implementation of obstetric fistula eradication roadmap. Liaise and engage with FWD in organizing and facilitating RH coordination meetings such as RHCC, RH sub clusters, TWGs, and other program workshops and follow up action plans. Facilitate partnerships and coordination with professional associations (NESOG) and the private sector to improve their engagement in national advocacy and programming. Monitor UNFPA funded workplan implementation, coordinate quality and timely programmatic and financial reporting, including programme implementation of regional grants and programmes. Carry out any other duties as may be required by UNFPA leadership.Qualifications and Experience:
Education:
Advanced clinical university degree in Obstetrics and Gynecology or other field directly related to the substantive area identified in this job description. Additional degree in public health would be an asset.
Knowledge and Experience:
Minimum 3 years of professional clinical experience, preferably in EmONC, MPDSR and other MNH areas public or private sector. Demonstrated ability to provide technical clinical expertise in the area of emergency obstetric and newborn care. Strong track record of programme leadership, and proven ability to manage complex programmes/projects and produce demonstrable results, with shared visions and goals. Understanding of human rights and gender equality dimensions of reproductive health s desirable. Strong negotiation, liaison, analytical and communication skills, including ability to produce high quality practical advisory reports and knowledge products. Demonstrated expertise in advocacy and policy dialogue is desirable. Demonstrated ability to network within the development community. Field experience is strongly desirable.Languages:
