Job Purpose:
As the UNโs lead agency for sexual and reproductive health, UNFPA has convened SRH partners through regular coordination meetings to strengthen collaboration, expand service provision, and mainstream SRHR in emergency settings since 2019. To enhance integration within the Myanmar Health Cluster, the SRH Coordination Group was officially established in June 2024, transforming the earlier SRH partner group into a formal component of the Health Cluster. Since 2021, multiple crises in Myanmar including conflict, natural disasters, and severe disruptions to the public health system have significantly affected the availability and accessibility of SRH services. The SRH Coordination Group is therefore vital to ensuring that SRH needs are systematically and effectively addressed as part of the humanitarian response.
UNFPA has been serving as the chair of the SRH CG and acting as the independent coordinator for the SRH CG in Myanmar since June 2024. Coordination must be further strengthened to extend effective support and leadership to member partners, enhance collective efforts, and contribute to the delivery of SRH services in the country. It is critical that UNFPA has the full capacity to lead the SRH CG, strengthen collaboration, support SRH service implementation, and facilitate the integration of SRH priorities into the broader Health Cluster and other relevant sectoral clusters.
Thus, the purpose of this consultant is to perform the role of Senior SRH Coordinator, provide technical support as outlined in the scope of work below, and deliver the corresponding outputs and deliverables to strengthen UNFPAโs leadership of the SRH CG.
You would be responsible for:
Strengthen SRH coordination and collaboration among humanitarian actors working in specific sexual and reproductive health areas, and enhance linkage and cooperation between the SRH Technical Working Group and other Health Cluster and sectoral working groups to ensure an effective and efficient SRH response, particularly for displaced persons and hosting communities. This includes: โ Hosting regular meetings with all relevant stakeholders to facilitate coordinated action for MISP implementation. โ Providing technical and operational support to all agencies providing SRH services. Support MISP implementation: support SRH partners in implementing the Minimum Initial Service Package (MISP) from the onset of emergencies, including through advocacy, capacity strengthening, and ensuring the availability of SRH supplies; support the provision of comprehensive SRH services wherever feasible. Support the SRH partners to ensure that information and services for comprehensive SRHR are available through advocacy, capacity strengthening, and ensuring the availability of supplies.ย Ensure data sharing and analysis: Facilitate the pooling and sharing of contextual analysis, data, and information among SRHR actors; jointly identify solutions to operational and service delivery constraints; ensure timely reporting and analysis of SRH data to support programmatic decision-making. This includes: โ Mapping and analysis of existing SRH services and accessibility issues, in particular to ensure that no one is left behind, working in tandem with health/GBV/HIV coordination mechanisms. โ Information sharing about the availability of SRH services, including the availability and capacity of human resources, supplies and commodities. โ Communication with communities to inform them of the availability and location of organized SRH services. Share knowledge and resources, lessons learned, and good practices among partners to strengthen the capacity of SRHR taskforce members, including the integration of MHPSS into SRHR programmes. Strengthen linkages between SRH and GBV by coordinating with Protection/GBV actors at national and state levels. Provide SRH technical expertise to the SRHR Thematic Lead/team as needed, including support for overall program planning, program data analysis, monitoring results, partnership management and resource mobilization.. Support SRH commodities planning, procurement, distribution, and LMA processes. Leading the Clinical Management of Rape (CMR) taskforce as a chair and organize monthly CMR meetings, coordinating with SRH partners including healthcluster to ensure the clinical management of Rape and intimate partner violence (AMR-IPV) is available for GBV survivors. Work closely with GBV Programme Lead and GBV AOR Coordinator to put in place confidential and safe spaces within health facilities to receive and provide survivors of sexual violence with appropriate clinical care and referral. Coordinate with other clusters, especially the protection cluster and GBV sub-cluster, to put in place preventative measures at community, local, and district levels, including health facilities, to protect affected populations, particularly women and girls, from sexual violence. Perform other tasks and duties as assigned.Qualifications and Experience:ย

Advanced degree in Public Health, Reproductive Health, Social Sciences, or a related field. Minimum 5 years of experience in SRH coordination, humanitarian response, or public health programming.Knowledge and Experience:ย
Strong knowledge of SRH in emergencies, MISP, and GBV-related health interventions. Experience in multi-stakeholder coordination and working with key stakeholders, donors, UN, and NGO partners. Excellent communication, advocacy, and facilitation skills.Languages:ย
