Result of ServiceThrough this consultancy the Ministry of Social Affairs and the United Nations aim to establish an evidence-based and participatory foundation for the design of future scalable social and economic interventions in selected areas affected by war. This includes: โ€ข Developing a nuanced understanding of how fragility and conflict shape livelihood strategies and labor behaviors. โ€ข Generating practical, grounded recommendations to inform future programmatic responses. โ€ข Enhancing the Ministry's and the UNโ€™s understanding in support of strategic planning in post-conflict recovery. Work LocationHybrid Expected duration2 months Duties and Responsibilities1. Background and Objective Lebanonโ€™s conflict-affected areas have suffered repeated cycles of destruction, displacement, and economic marginalization. The protracted impact of war has weakened livelihoods, increased aid dependency, and reduced social trust. In response, the Ministry of Social Affairs (MoSA), in partnership with the United Nations, seeks to initiate a foundational phase aimed at understanding local realities and preparing for more organized and sustainable recovery interventions. 2. Duties and Responsibilities To meet the set objectives, the individual consultant is expected to perform the following tasks: โ€ข Desk Review: Rapid analysis of available data on informal labor markets, poverty, and livelihood shifts. โ€ข Area Selection: In the inception phase, the area for the study will be determined by the consultant and the team at MoSA and the UN. โ€ข Field Study: o In-depth interviews with vulnerable households and relevant stakeholders. o Focus group discussions with youth, women, and local actors (municipality, cooperatives). โ€ข Documentation: Production of a 15-page policy brief with key recommendations for future programming. Target groups โ€ข Unemployed youth in marginalized or remote areas. โ€ข Female-headed households that lost income earners due to the conflict. โ€ข Long-term social safety net beneficiaries with no productive opportunities. โ€ข Residents of rural or border villages that remained inhabited yet underserved. Methodology โ€ข Low-cost, high-depth, field-based learning. โ€ข Emphasis on participatory, gender-sensitive, and context-specific tools. โ€ข Implementation facilitated via MoSAโ€™s Social Development Centers. Deliverables Deliverable 1: inception report detailing the approach, area to be assessed, and methodology Deliverable 2: detailed notes from the KIIs and FGDs Deliverable 3: final report Qualifications/special skillsA Masterโ€™s degree in Economics, Anthropology, Social Sciences, or related area is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 7 years practical experience in the field of economics, Anthropology, Social Sciences, or related field, policy making and development of policy recommendations and economic analysis reports is required. Proven experience in field research, participatory methodologies, and socio-economic analysis is desirable. Strong writing and policy analysis skills is desirable. Experience in conducting stakeholder consultations and government engagement is desirable. Experience working with government and international organizations is desirable. In-depth knowledge of the Lebanese socio-economic context and vulnerable populations is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat; For this position, fluency in Arabic and English is required.
