The Position: End Line Evaluation National Consultant
The evaluation will cover the full duration and scope of the Youth Leading Peace project implementation (from inception in 2022 to conclusion in 2025) across all target locations in South Sudan. It will encompass all three project outcome areas, examining activities at both national and community levels.
The consultants will assess the projectโs reach and influence among youth beneficiaries (female and male), partner organisations, and other stakeholders. The evaluation will also address cross-cutting issues such as gender inclusion and conflict sensitivity, analysing how effectively the project engaged young women and men, including marginalised groups, in peacebuilding efforts. All key interventions, from the establishment of youth peace forums and leadership trainings to the formulation of the National YPS Strategy and state-level peace dialogues, fall within the evaluation scope.

In close collaboration with the Programme SpecialistโYouth at UNFPA, the consultants will report work progress weekly. The final report will be submitted by June 18th, 2025, and presented to stakeholders by June 20th.ย

Job Purpose:
The purpose of this end-line evaluation is to provide an independent, comprehensive assessment of the Youth Leading Peace projectโs performance and achievements against its objectives. The evaluation will determine the extent to which the project has delivered on its expected outputs and outcomes and draw lessons on what worked well and what could be improved. Crucially, the findings will be used to inform stakeholders (including the government, UN agencies, donors, and civil society) about the projectโs impact and to guide the design of future programmes in youth and peacebuilding.
You would be responsible for
โข ย ย ย ย Inception Report detailing the evaluation design, refined evaluation questions, methodology, sampling strategy, and work plan. This report should also include an evaluation matrix linking questions to data sources and methods. (To be submitted within approximately 2 weeks of the start of the assignment for approval.)
โข ย ย ย ย Preliminary Findings Briefing, an oral briefing or presentation of initial findings and observations to the project management team and the Evaluation Reference Group after the fieldwork and data analysis. This session allows for validation of findings and discussion of any emerging recommendations before drafting the report.
โข ย ย ย ย Draft Evaluation Report, a comprehensive report detailing preliminary findings, conclusions, and recommendations, structured around the evaluation objectives and questions. The draft will be submitted to key stakeholders for review and feedback.
โข ย ย ย ย Final Evaluation Report, a polished report (approximately 30โ40 pages, excluding annexes) incorporating stakeholder feedback. The final report should include an executive summary, background, methodology, findings (with evidence), conclusions, and actionable recommendations. All data collection tools, lists of people interviewed, and other relevant annexes should be appended.
โข ย ย ย ย Presentation of Results, a concise PowerPoint presentation (or equivalent) to present the key findings and recommendations to stakeholders (for example, at a dissemination workshop or debrief meeting convened by UNFPA/UNESCO and partners).

Qualifications and Experience:ย
Education:ย ย
Advanced university degree in a relevant field such as social sciences, development studies, peace and conflict studies, monitoring and evaluation, or a related discipline
Knowledge and Experience:ย
At least 5 years of professional experience in conducting programme or project evaluations in the international development context. Experience evaluating peacebuilding, conflict resolution or youth empowerment projects is highly desirable. Familiarity with recognised evaluation standards and methodologies (including the OECD/DAC criteria) is required ย Subject Matter Knowledge: Strong understanding of the Youth, Peace and Security agenda and the dynamics of peacebuilding in South Sudan. Prior experience working on youth-focused initiatives or peace programmes in South Sudan or similar post-conflict contexts is a significant advantage. Gender and Inclusion: Proven ability to integrate gender analysis into evaluation work. Experience assessing gender equality outcomes and applying gender-sensitive and inclusive approaches during data collection and analysis Analytical and Communication Skills: Excellent analytical skills with the ability to synthesise complex information into clear findings. Exceptional English writing skills are essential, with the capacity to produce well-structured, insightful and concise reports. Strong oral communication and facilitation skills are also important for conducting interviews, focus groups and presentations.โข ย ย ย ย Teamwork and Professionalism: Ability to work collaboratively as part of a two-person team, and to coordinate effectively with the MOPB, MOYS, UNFPA, UNESCO, and other stakeholders. The consultants should demonstrate professionalism, integrity, and adherence to ethical standards. They must follow the United Nations Evaluation Group (UNEG) ethical guidelines, including ensuring confidentiality and respect for all participants.

Knowledge of local languages (for example, Juba Arabic or other widely spoken languages in South Sudan) is an asset, as it will facilitate deeper engagement with community participants.
