UNEP OzonAction Branch under the Law Division is one of the four Implementing Agencies under the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. The Government of Belize, through its National Ozone Units (NOU) is implementing the project โ€œPreparation of national inventory of banks of waste-controlled substances and development of a national plan for the management of these substances (Decision 91/66)โ€ (National Inventory of Banks). This consultancy will focus on the collection of national data collection to enable the Government to have comprehensive information for the implementation and delivery of the development of an Inventory of Banks of used or unwanted controlled substances and a National Plan to manage those banks. Duties and Responsibilities: Under the supervision of the OzonAction Montreal Protocol Programme Management Officers โ€“in close collaboration with the NOU of Belize and overall guidance of the Head of OzonAction, the consultant will: โ€ข Undertake a desk study on available data on banks of used and unwanted controlled substances from relevant institutions, and stakeholders โ€ข Develop a database of used or unwanted controlled substances. The database will contain a record for each substance. The record will include the name of the substance, quantity, location and where available include data trends for the past five (5) years on each substance. This activity should be supported by conducting stakeholder surveys, primary data collection, and on-site visits where applicable. โ€ข Collect data on controlled substances in installed equipment by substance and by application โ€ข Develop a stakeholder database containing roles, responsibilities, and gender aspects. This should also incorporate new stakeholders e.g., e-waste traders. This activity should be supported by conducting stakeholder surveys and further data collection where applicable. Identify data gaps and improvement opportunities related to banks of used and unwanted controlled substances, relevant institutions and stakeholders, policies, and regulations, including transport/export for disposal โ€ข Identify laboratories that can analyze the composition of used or unwanted ODS and HFCs, and the need for upgrading such laboratories โ€ข Prepare a draft and final National ODS Banks Data Report to support the preparation of the National Inventory of Banks and National Plan. The Report should include: results from the desk study, ODS banks database for the past 5 years and data gap analysis, data on installed equipment, stakeholder database, existing regulations and policies, and identification of laboratories and upgrading needs โ€ข Support the NOU by contributing to national consultations, public outreach, and communication with different target audiences such as key stakeholders and the general public. Qualifications/special skillsA recognized first-level degree (Bachelorโ€™s) is required. A relevant diploma or certificate in combination with qualifying two (2) years of working experience in a related field, may be accepted in lieu of recognized first level degree. Experience working with the NOU at the national level, showcasing a deep understanding of the RSS in Belize and the specific challenges associated the use management of ODSs and HFCs in the RSS. Is required Demonstrate progressive experience in the field of environment, engineering, RSS, or a related field. This experience should include a strong understanding of relevant areas and expertise in the subject matter. Is required A minimum of 2 years of previous experience in activities that support undertaking national survey, developing reports and organizing stakeholder consultations at the national level.Is required Demonstrate experience in the area of the Montreal Protocol and the RSS. Is Required Demonstrate an understanding of policy and technical issues related to ODSs HFCs, their alternatives and dependent technologies.
