Work LocationIraq Office-based (In ministry) Expected duration12 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia (ROWA) delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. The Iraq Ministry of Environment (MOE), in collaboration with UNEP ROWA, and NDC partnership, launched the project titled \"Building Capacities Towards a Comprehensive Approach for Governorate-Level Climate Actionsโ which was submitted to the NDC PAF and was granted funding to be implemented by UNEP ROWA and the MOE. The project is part of a broader effort to fast-track the implementation of Iraqโs NDCs under the Paris Agreement. It aims to build the capacities of key stakeholders in Iraqโs 15 governorates and the Kurdistan region including decision-makers, governors, provincial councils, and climate change divisions. As such, it focuses on empowering decision-makers at the subnational level to strengthen climate actions. The implementation plan for building capacities towards a comprehensive approach for governorate-level climate actions in Iraq involves a structured sequence of activities aimed at developing, executing, and assessing the capacity building program. Based on an assessment of capacities and needs of decision-makers, climate change departments, and sectoral departments within the 15 governorates and the Kurdistan region in relation to NDC development, a differentiated capacity building program will be designed, considering three distinct groups. Group 1 stakeholders include governors and their deputies. Group 2 stakeholders include the President and members of the Provincial Council, including members of committees such as Health and Environment, Electricity and Energy, Agriculture, Water Resources, Marshlands, and Municipalities (and their counterpart from the Kurdistan region). Group 3 stakeholders include directors of the Water Resources, Electricity, Oil, Industry, Agriculture, Reconstruction, and Municipalities departments, along with the relevant stakeholders in the climate change divisions in the directorates (and their counterpart from Kurdistan). The objective of this consultancy is to prepare material and conduct targeted and customized trainings for Iraq local governments that are accessible and inclusive for both women and men to strengthen the central governmentโs efforts in implementing the NDC. The consultant will be skilled in capacity building and training, having a history of developing and delivering programs for local officials. The consultant will liaise with the Ministry of Environment of Iraq, and UNEP ROWA to prepare and organize for the scheduled trainings. All work produced by the Consultant will be technically reviewed by the Lead Technical Consultant before final submission to UNEP. Duties and Responsibilities: Under the direct supervision of the Regional Coordinator for Climate Action at UNEP ROWA, the Consultant will carry-out, inter alia, the following duties and responsibilities: 1-Prepare a governorate-specific implementation plan -Attend meetings with ministry to identify capacity needs -Identify capacity needs and gaps -Prepare plan based on needs outlining steps, timelines, and resources 2- Undertake training of trainers Workshop -Coordinate with the Ministry and UNEP to prepare for the Training of Trainers workshop (agenda/CN) -Prepare customized material to identify scenarios for implementation of Group 1, 2 and 3 workshops as well as type of information to be presented -Prepare summary report for training of trainersโ workshop 3-Preparation material and conduct training under Group 1 -Liaise with the Ministry and UNEP to prepare concept note and agenda for Group 1 Workshops and identify suitable dates for workshop and ensure proper implementation of workshop -Prepare, revise, and translate technical material for Group 1 Workshop taking into consideration a differentiated approach between the 4 regions. -Conduct 4 2-day workshops under Group 1 -Prepare English summary report for each workshop under Group 1 4-Preparation material and conduct training under Group 2 -Liaise with the Ministry and UNEP to prepare concept note and agenda for Group 2 Workshops and identify suitable dates for workshop and ensure proper implementation of workshop -Prepare, revise, and translate technical material for Group 2 Workshops taking into consideration a differentiated approach between the 4 regions. -Conduct 4 2-day workshops under Group 2 -Prepare English summary report for each workshop under Group 2 5-Preparation material and conduct training under Group 3 -Liaise with the Ministry and UNEP to prepare concept note and agenda for Group 3 Workshops and identify suitable dates for workshop and ensure proper implementation of workshop -Prepare, revise, and translate technical material for Group 3 Workshops taking into consideration a differentiated approach between the 4 regions. -Conduct 4 2-day workshops under Group 3 -Prepare English summary report for each workshop under Group 3 Qualifications/special skillsPostgraduate degree in environmental sciences, climate change, public policy or another relevant subject is required Minimum 5 yearsโ experience in climate change, environment, public policy, international development, or similar field is required. Ability to prepare presentation and conduct training is required. capacity building and training, having a history of developing and delivering programs for local officials that are accessible and inclusive for both women and men. Experience working with local government officials in Iraq on climate related subjects is desirable Understanding and knowledge of UNFCCC related processes, including institutional frameworks for multi-sectoral coordination in support of integrated approaches for development is desirable. Experience in national and sectoral policies and plans is desirable. LanguagesFluency in written and spoken English is required, proficiency in Arabic is required.
