Corruption is cross-cutting numerous illegal activities, from the process of harvesting and manufacturing illegal wood-based products, to migrant smuggling and human trafficking, to terrorism financing. The corruption of public officials is perceived as an enabler of serious and organized crimes that undermines countries' abilities to deliver the development agenda. Nauru acceded to the United Nations Convention against Corruption on 11 August 2012, and the Convention entered into force in the country on the same day. Several bodies in Nauru have an anti-corruption mandate. Agencies exercising mandates and functions that are relevant, to the prevention of corruption include the Department of Justice and Border Control, the Office of the Director of Public Prosecutions, the Nauru Police Force, the judiciary, the Nauru Financial Intelligence Unit, the Office of the Auditor General, the Public Service Appeals Board, the Department of the Chief Secretary and the Department of Finance. The establishment of the Office of the Ombudsman was provided for in the Leadership Code Act 2016, in which the role, functions and powers of the Ombudsman are outlined. Nauru does not have yet in place a system of periodic review and evaluation of existing legislation to determine its adequacy for preventing and combating corruption. Nauru intends to develop and implement a National Anti-Corruption Strategy, in line with paragraph 1 of article 5 of the UNCAC and the Teieniwa Vision Implementation plan. In the framework of the Anti-Corruption project, UNODC is supporting Nauru with the provision of technical inputs, organization of consultation for the development (art.6 UNCAC), and establishment of the implementation and monitoring of the national strategy. The Government of Nauru, inter alia, has approved the drafting of the National Anti-Corruption Strategy document for the Republic of Nauru. Purpose of the assignment: The objective of the assignment is to provide technical services to support the development of Nauru National Anti-Corruption Strategy and knowledge transfer to Anti-Corruption Strategy Working Committee and other relevant counterpart/s. The successful consultant will deliver on the following: โข Based on available studies, research and surveys, establishing a preliminary diagnosis and situation analysis that will allow an assessment of the nature, extent and impact of the countryโs corruption problems and an assessment of the obstacles that may hinder the implementation of an effective anti-corruption reform; โข Providing technical expertise and policy advice for the drafting of a National Anti-Corruption Strategy to the Anti-Corruption Strategy Working Committee, including organising stakeholder consultations (ministries and agencies, public consultations, civil society and the private sector); โข Supporting media engagement and communication that publicize the strategy-drafting work, so that the general public and interested stakeholders know that their input is welcome and to explain why fighting corruption, and having a national anti-corruption strategy, are considered priorities. โข Providing support to develop action plans for the implementation and monitoring of the strategy including the procedure and mechanism the agency/body designated to coordinate the implementation of the strategy will follow to ensure monitoring and evaluation (with measures for monitoring progress, baselines for comparing changes over time, and capacity to ensure that reliable data for each measure are available) โข Drafting progress reports of the drafting of the National Anti-Corruption Strategy and relevant action plans. The Consultant will be required to liaise closely with the UNODC Anti-Corruption Adviser for the Pacific, and relevant national counterparts in Nauru carrying out the tasks. The assignment is home-based with travel mission in Nauru, if possible. The UNODC publication, โNational Anti-Corruption Strategies โ A Practical Guide for Development and Implementationโ is the framework used worldwide for NACS, including in the Pacific since 2015. This offers recommendations, drawing on practical experiences and focusing on how to engage all stakeholders in a meaningful drafting process. The Guide identifies five key aspects of an effective NACS: the drafting process; preliminary evaluation and diagnosis of corruption challenges; policy priorities and sequencing; implementation plan; and monitoring, evaluation and reporting. Qualifications/special skillsAn advanced university degree (Master's degree or equivalent) in Law or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree Minimum 7 years of work experience in law and/or in the public sector is required; 5 years professional experience in the Pacific region is required A significant experience in anti-corruption and good governance work at the national level is required Strong knowledge of Pacific political and societal context is required Familiarity with UNCAC and other international, regional, and national anti-corruption frameworks is required; Experience in drafting documents for a legal and non-legal audience is required Demonstrated experience partaking in high-level participative processes with national and international stakeholders (Government, State Institutions, CSOs, UN agencies) is desired Previous professional experience with the United Nations or other International Organizations is desired LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required.
