Objectives of this Review
Overall Objectives
- To assess the effectiveness, contributions and impact of the LFNSCAP (2019โ2023) as a national framework for multi-sectoral, multi-level (national and sub-national) action against food insecurity and all major forms of malnutrition.
- To provide clear, specific and evidence-based lessons learned and recommendations to inform the conceptualization, role, design, content and implementation arrangements for multi-sectoral, multi-level planning and coordination to address food insecurity and malnutrition in the coming years.
- Based on the lessons learned from the 2019-2023 period, and from global and regional best practice, identify and put forward options for the most promising frameworks and approaches for multi-sectoral visioning, strategic planning and coordination for food security and nutrition in the Lesotho context.
Specific Objectives
- Take stock of progress made against the goals, KRAs and specific targets of the 2019-2023 Strategy, to the extent that available data/information allow.
- Identify the key gaps, challenges, and lessons learned concerning the relevance, effectiveness, and contribution to impact of the Strategy, based on analysis of its strengths and weaknesses.
- Assess the effectiveness of institutional arrangements used for the coordination, communication, management and monitoring of the Strategy, at national and district levels, and the strengths and weaknesses of its results monitoring framework and financing arrangements.
- Use the lessons learned from the experience of the 2019-2023 Strategy, and from regional and international best practice, to assess and put forward options to FNCO for effective approaches to multi-sectoral visioning, planning and coordination across sectors to address food insecurity and malnutrition in the coming years.
- Identify and articulate emerging issues in the Lesotho environment affecting food security and nutrition trends and outcomes among different vulnerable groups, for which stronger or substantially different approaches will need to be taken in the coming years; and examine the implications for multi-sectoral planning of these issues.
Scope of Work
The Review will:
- Consider the Vision, Mission and Principles of the LFNSCAP and the ways in which they have been applied in practice. This includes, inter alia, the Principles of food and nutrition as human rights, coordinated multi-sectoral approaches, good governance provisions for the implementation of the Strategy, and the principles of community participation and gender equality.
- Assess the overall performance of the LFNSCAP as a strategic framework in terms of relevance, coherence, and effectiveness, in line with OECD-DAC evaluation definitions, and by comparison to global and regional good practice examples in the use of multi-sectoral approaches to addressing food insecurity and malnutrition.
- As far as data allow, assess progress in each of the 11 KRAs of the LFNSCAP by looking at the status and trends in indicators in the Results Framework at each of the result levels; and associate these with trends and changes in financial expenditures, initiatives undertaken and other efforts made under the Costed Plan of Action as far as these can be established.
- Examine the extent to which the Costed Action Plan has been implemented in the various Results areas; and provide recommendations for the next strategic framework to in order to enhance effectiveness and sustainability. Establish, at least broadly, the resources (overall and additional) that have been made available for investment in the KRAs in response to the Strategy and where there have been major gaps in financial, human capacity or other resources per KRA. In conjunction with this, review the relevance and influence over the life of the Strategy of the detailed Costed Action Plan in relation to planning and budgeting in the four key Ministries, as well as in the overall budget process in Lesotho.
- Overall, examine how the Strategy has been used as a coordination framework and instrument to guide planning, programming and prioritization of actions on food and nutrition by the major stakeholders since 2019. As part of this, analyze the operational relationships between sectors within the Strategy framework, the extent to which the Strategy has encouraged and enabled coordinated and joint action between key sectors and how such coordinated or joint implementation can be improved where it is essential for the achievement of results.
- Review the progress and changes in the โcross-cuttingโ Results Areas of Gender Equality and Empowerment of Women and Girls, Capacity Building and the Enabling Environment. This will include consideration of the implications of trends in structural drivers of malnutrition, including changes in economic, cultural and natural resource factors, such as Humanitarian Crisis and climate change. This will be particularly important in assessing the evolving context in which the Strategy has operated and what the forthcoming more fundamental challenges will entail for Lesothoโs strategic approach.
- Based on the analysis above, identify, assess and recommend the most effective options for the framework and approaches to strategic visioning, multi-sectoral planning, collaboration and coordination in the next multi-year period, taking Lesothoโs institutional arrangements and capacities fully into account.
Education Qualifications:
- Masterโs degree (or higher) in Monitoring & Evaluation, Nutrition, Economics, Social Sciences, Development Studies, or a related field.
- Additional training or certification in Results-Based Management (RBM), Impact Evaluation, or Costing and Financial Analysis is an added advantage.
Technical Expertise:
- Strong background in M&E frameworks, methodologies, and tools (e.g., Theory of Change, Logical Framework Approach, and Results-Based Management).
- Expertise in qualitative and quantitative data collection, analysis, and interpretation.
- Experience with cost-effectiveness analysis, budget tracking, and financial modeling in public health or nutrition programs.
- Knowledge of global, regional, national food and nutrition policies, including SDGs, SUN Movement, and national commitments.
Analytical & Research Skills:
- Ability to assess policy/strategy and programme effectiveness, implementation gaps, and alignment with international best practices.
- Experience in developing indicators, setting baselines, and measuring progress.
- Strong skills in using statistical software (i.e SPSS,) and data visualization tools (Power BI, Tableau).
Stakeholder Engagement & Communication:
- Experience working with government ministries, UN agencies, donors, and civil society.
- Strong report writing and presentation skills to deliver actionable recommendations.
- Ability to facilitate stakeholder workshops, validation meetings, and consensus-building processes.
Project Management & Decision-Making:
- Experience in evaluating large-scale national strategies and multi-sectoral nutrition action plans.
- Proven ability to design and implement M&E frameworks for complex programs.
- Ability to provide strategic guidance on policy implementation and resource mobilization
