Under the overall coordination of the Director, Coordination Office for the Mediterranean, Chief of Mission for Italy and Malta and the direct supervision of the Integration Specialist and Coordinator, and in coordination and consultation with the Project Management Team (PMT), the consultant will support the development of the updated draft of the National Integration Plan.ย
The International Organization for Migration (IOM) is currently implementing a multi-country technical support Action, โFlagship: Support the Implementation of the Migration and Asylum Pactโ, funded under the Technical Support Instrument (TSI) of the Reform and Investment Task Force (SG REFORM) of the European Commission, aimed at supporting the Italian Government with the implementation of its National Implementation Plan in line with the prescriptions laid out in the EU Pact of Migration and Asylum. In this regard, IOM Coordination Office for the Mediterranean (COMED) is delivering tailor-made support to the beneficiary authority, the Ministry of Interior, including for the revision of the Italian National Plan for the Integration for Persons entitled to International Protection (NIP), as it requires its update every two years.ย
In light of this, the International Organization for Migration (IOM) is looking for a consultant to support the development of the NIP draft by systematizing relevant inputs and lessons learned from the members of the National Integration Coordination Mechanism.

Integration and Technical Cooperation Unit - โFlagship: Support the Implementation of the Migration and Asylum Pactโ Project
Tasks to be performed under this contractThe consultancy will start from a desk review on the current legal and policy contexts in Italy on the integration of IPHs and the state of play of the implementation of the National Integration Plan of International Protection Holders (IPHs); this will be finalized with thematic working groups and bilateral meetings with key informants and members of the National Integration Coordination Mechanism. The results of the assessment will then inform specific recommendations for the update of the strategic document.
Specifically, the consultant will:ย
Tangible and measurable output of the work assignment
Deliverable 1 โ Draft report consolidating all inputs and lessons learned received by the members of the National Integration Coordinating Mechanism (month 1) โ First instalment upon contract signature.
Deliverable 2 โ Calendar of bilateral meetings and sub-working thematic groups and key points of discussion per each thematic addressed (month 2).
Deliverable 3 โ Final report on the results of the assessment of the implementation of the National Integration Plan of IPHs, as well as the consultation phase, with specific recommendations for the update of the strategic document (month 6) โ Executive summary of the final report in English - Second and last instalment upon approval of the Deliverables by the PMT.
Performance indicators for the evaluation of results Satisfactory completion of tasks indicated in point โTangible and measurable output of the work assignmentโ;ย Quality of the deliverables in Italian and English of the analysis of the outputs produced by IOM;ย Timely delivery of outlines and/or drafts as indicated in point โTangible and measurable output of the work assignmentโ as well as the final version of all deliverables;ย Compliance with IOM Guidelines;ย Respect IOMโs Data Protection Principles;ย Delivery of any other tasks indicated above.ย Education Masterโs degree in Political or Social Sciences, Development studies and International Relations or a related field from an accredited academic institution with five years of relevant experience;ย Ph.D. in Political or Social Sciences, International Relations, or Law will be considered an asset;ย Experience Five yearsโ work experience on research and/or project development and management, related to migration management, integration and inclusion, employment and social policies, health and access to healthcare, skills and education, human rights; Experience with International Organizations, NGOs, Italian Institutions is an advantage; Skills In-depth knowledge of socio-economic inclusion aspects of migration, with a particular focus on vulnerable groups;ย Ability to research, interpret information, identify and analyze problems, as well as propose solutions; Good knowledge of the Italian legal and institutional framework in the field of Migration is a distinctive advantage;ย Excellent analysis and writing skills;ย Languages Fluency in written and spoken Italian and English.ย IOMโs official languages are English, French and Spanish.
