    Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

    The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

    Introduction

    The position is located in the NEWS unit within the Department of Communication and Public Information (DCOMM). DCOMM works in collaboration with technical units at the ILO headquarters in Geneva and field offices in the regions to advise, plan and coordinate ILO communication and knowledge-sharing activities. DCOMM establishes and implements communication-related activities, products and events to communicate the work of the ILO to its key audiences, including constituents, partner institutions, internal staff and the general public.

    The position will be responsible for delivering innovative multimedia content for the Department and the Office, including field offices, and contributing to the overall output of DCOMM and the Organization.

    The position will report to the Head of NEWS.

    Specific Duties

    1. Produce, write, film and edit multimedia content (videos, audio, photos and graphics) to agreed schedules from concept to final production and dissemination on broadcast and digital platforms under the supervision of the Head of the NEWS Unit. Ensure all material complies with DCOMM editorial and technical guidelines.

    2. Under the guidance of the Head of the NEWS Unit, research, organize, film, write and edit multimedia coverage of ILO projects, events, meetings and conferences.

    3. Support livestreaming on ILO Live platform when required. In collaboration with PROTOCOL, oversee the work of external consultants for ILO headquarters live broadcast productions when necessary.

    4. Take photographs of high-level officials and events when required. Source multimedia assets such as photos, audio, videos, animations, infographics, both from in-house and external sources. Upload content to video download platform.

    5. Work with other DCOMM units to create graphics, maps, interactive features and other visual content for use in multimedia reports.

    6. Provide support in the management of the multimedia studio on live and recorded studio productions, including researching, writing scripts and booking guests. Set up live interviews in the studio with national and international broadcasters and select and share b-roll and other video material with them to increase coverage of ILOโ€™s work.

    7. Set up and film virtual press conferences, including creating Zoom links, managing journalistsโ€™ questions, carrying out interviews of speakers for broadcast news and social media, editing and disseminating to broadcasters.

    8. Record and edit episodes of the Future of Work podcast.

    9. Support the management of the ILO YouTube channel, advising contributors, uploading videos and titles and blurbs when required.

    10. Provide technical and editorial advice and feedback to departments and field offices on multimedia products. Advise on scripts and contracts. Assist in training ILO officials in basic video and audio production, use of equipment such as video cameras, smartphones and recorders and media training.

    11. Participate in field missions when required, particularly relating to innovative communication methods.

    12. Keep abreast of the latest developments in multimedia trends and suggest new ideas for the production/dissemination of DCOMM material.

    13. Perform other relevant duties as assigned.

    These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

    Generic Duties

    1. Originate, write and edit information material for dissemination. Commission, write or edit brochures, posters, press kits, articles and/or press releases.
    2. Conduct original research for information projects and publications. Analyze and prepare briefing papers on meetings and activities of the organization. Provide senior communication and public information specialists with regular updates on upcoming meetings, conferences and seminars, and with press reviews of articles published in the international media.
    3. Develop automated databases and mailing lists of target audiences, and provide information through such means as press releases, interviews, features, audio/visual productions, etc.
    4. Maintain contacts with media representatives and others to promote the activities of the organization. Ensure that responses to direct or indirect requests for information about the work of the organization promote better understanding of its objectives and activities.
    5. Act as focal point for liaison with identified substantive offices, obtain ongoing information about their areas of activity, arrange for meetings of representatives of substantive units, and brief communication and public information specialists accordingly.
    6. Evaluate the effectiveness of approaches to reach the media and public, undertake active follow up to increase impact, and assist in the launching of promotional campaigns.
    7. Organize seminars, meetings and discussions with media representatives and other concerned parties, and reply to specific enquiries.
    8. Compile and maintain audio/video (A/V) libraries. Conduct research for A/V projects, propose programme formats and technical approaches, coordinate technical standards and ensure the production of language versions, and verify that production work has been completed and within approved budgets.

      Required qualifications

      Education

      Advanced level university degree (Masterโ€™s or equivalent) in communications, journalism, international relations, liberal arts or other relevant field.
      A first-level university degree (Bachelorโ€™s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

      Experience

      At least five years of professional experience in public information or related fields of work. Experience in video production from planning through to shoot, write and edit. Experience producing live video streaming on social platforms, production of social media content and use of social media tools. Experience working on Web Content Management System (WCMS).

      Languages

      Excellent command of two working languages (English, French, Spanish) of the Organization.

      Competencies

      In addition to the ILO core competencies, this position requires:

      Technical

      Good knowledge of the ILOโ€™s mandate and its programme of activities. Ability to establish contacts with national and international broadcasters. Ability to produce in a variety of media formats under deadlines. Excellent knowledge of using the latest multimedia-related software and equipment in professional and commercial settings. Knowledge of codecs and latest developments in digital production. Knowledge, familiarity and ease working with multi-camera filming, studio production and filming in the field under adverse conditions. Excellent knowledge of Adobe Premiere (or Final Cut Pro), After Effects, Photoshop and/or Illustrator (or similar tools). Familiarity with motion graphics, 3D animation and/or other moving image techniques is desirable

      Behavioural

      Ability to evaluate information needs and to provide appropriate and targeted information accordingly. Ability to work in a collaborative manner with other members of the multimedia unit and/or freelancers. Ability to prioritise and manage several projects simultaneously with little supervision. Ability to make effective decisions, balancing creative expectations with production time and budget for an increasingly mobile audience. Ability to train, guide and share knowledge with other members of the NEWS team and within the Organization.

      The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

      Conditions of employment

      • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
      • The first contract will be issued for a twenty-four month period.
      • A successful external candidate will be on probation for the first two years of assignment.
      • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
