Proposal Summary:

The United States Agency for International Development in Vietnam (USAID/Vietnam) intends to issue a Request for Proposals (RFP) for a five-year contract for the USAID Program Cycle Support program. USAID Program Cycle Support program will support USAID/Vietnam USAID staff and partners to implement more efficient, effective and transparent through the following objectives:

  • To support the achievement of program development results through the use of evidence, performance management techniques, and CLA practices, focusing on the core tasks of the Program Cycle including design (including post-design support in seeking GVN project approval), performance tracking, and evaluation and research.
  • To strengthen USAID/Vietnam staff and partnersโ€™ capacity to achieve expected development results, delivering short, on-demand training or coaching session tailored to USAID/Vietnam staffโ€™s needs, capacity building for implementing partners on MEL/CLA and other implementation-related topics, and more general capacity building on organizational development for local partners, including potential ones, in support of the Missionโ€™s localization agenda.

Position Summary:

The Monitoring Lead will oversee all monitoring work on the activity. This includes supporting the USAID Mission in updating their current Performance Management Plan and developing a new one to match the new CDCS which requires advising on the selection of indicators and providing guidance on data collection mechanisms among other tasks. The work will also involve supporting USAID implementing partners in developing Activity Monitoring, Evaluation and Learning Plans with an emphasis on indicator selection and defining data collection methodologies. Another aspect of the work will involve analyzing performance indicator data received by USAID and preparing data visualizations, analytic summaries and reports. The position will collaborate with the capacity building lead to develop curriculum for training on monitoring and occasionally deliver that training. The full-time position will last for five years and be based Hanoi, Vietnam. This position is contingent upon award.

  • Oversee performance monitoring design and implementation, including data collection and analysis for the Mission and Implementing Partners.
  • Provide expertise and support for the design and management of indicators, MEL plans, performance targets, data collection, analysis, and reporting.
  • Produce trend and pattern analysis based on performance indicators.
  • Conduct desk reviews and analysis of context indicators.
  • Conduct field monitoring visits in those instances when USAID staff are unable to travel.
  • Assist USAID in conducting data quality assessments.
  • Assist in updating the Missionโ€™s PMP, including Performance Indicator Reference Sheets (PIRS).
  • Assist in reviewing Monitoring, Evaluation and Learning plans developed by Implementing Partners, including developing resources or training.
  • Provide technical support to local partner organizations to strengthen their MEL systems.
  • Contribute to curriculum design for training on performance monitoring; occasionally deliver that training.

Qualifications:

  • Masterโ€™s degree in development, evaluation, development analytics, economics, knowledge management, or a related field.
  • A minimum of ten (10) years of progressively professional experience in monitoring within international development contexts.
  • Experience developing monitoring, evaluation and learning plans, preferably in the USAID context.
  • Excellent teamwork, interpersonal, verbal and written communication, presentation and facilitation skills.
  • The ability to work in complex situations or environments and serve as facilitator and mediator for diverse groups with varying skill levels.
  • Fluency in English and Vietnamese required.
