Functional Overview

The MEL Officer is responsible for the efficient, comprehensive development, management, coordination, implementation, control and completion of assigned MEL tasks and projects aligned with ICMPD's strategy, goals, rules and business processes.

The MEL Officer will support the EU-required monitoring, evaluation, and learning activities of the ENHANCER project based in Ankara, Türkiye. The ENHANCER project aims to improve employment and livelihood opportunities for Syrians under Temporary Protection (SuTPs) and localhost community members (LHCs) in selected provinces with high concentrations of SuTPs. The ENHANCER project supports SuTP and LHC members in (1) establishing and sustaining new enterprises; (2) expanding existing enterprises owned by SuTP and LHC members; (3) improving the institutional and policy environment in target provinces for supporting SuTP-owned enterprise development improved; and (4) improving and sustaining access for SuTP and LHC entrepreneurs to market opportunities and business support services.


Position -Specific Expertise

Direct experience with monitoring, evaluation, and reporting for EU funded projects is an asset.

Direct experience in assessing evaluation products, including design/inception, baseline, and final evaluation reports, as well as progress reports is an asset.

Direct experience in working with service providers, researchers and monitoring experts in monitoring and evaluation of projects is an asset.

Experience with socio-economic development and social integration projects related to the migration field and in internationally funded projects is an asset.

Ability to travel to the provinces of implementation for the ENHANCER project in Türkiye up to 50% time for work related issues, including for regular meetings and to implementation provinces to support team activities required.


Position-Specific Qualifications and Language Skills

Master's Degree in MEL, evaluation, economics, statistics or a related social science field.Minimum of 5 years of experience in development and hands- on execution of MEL approaches, methodologies, plans and tools (e.g. theory of change, logical frameworks, performance indicators and attributes) as well as quantitative and qualitative data collection and analysis approaches and methodologies.Experience with results-based management, knowledge management, and learning from comprehensive MEL practice at the international level. Experience in the field of migration, including with MEL in a migration-related context.Proficiency in use of standard office IT tools and MEL-related quantitative and qualitative software, e.g. STATA, SAS, SPSS, NVivo, Atlas.ti, Dedoose, and/or knowledge management platforms.Experience in the field of socio-economic integration and social cohesion in the context of internationally funded projects., especially EU projects.Proficiency in (verbal/written) English is required, proficiency in any of the ICMPD official languages is an asset.Proficiency in (verbal/written) Turkish is a requirement, including the ability to review documents in Turkish.

The appointment to this position is subject to confirmed project funding​.​
