The International Water Management Institute (IWMI), a CGIAR Research Center is searching for a talented and motivated individual to join its headquarters in Battaramulla, Sri Lanka, as a Monitoring, Evaluation and Learning Officer.

The Monitoring Evaluation and Learning (MEL) Officer will provide the overall administration and technical support for IWMI\u2019s Monitoring, Evaluation, Learning & Impact Assessment (MELIA) Platform. The person will perform MELIA function for projects across the IWMI portfolio at country and regional level, including data collection, data analysis, progress/performance reporting, and learning activities to ensure the monitoring and evaluation of the progress of the projects data and programs being updated in the MELIA system.ย 

DUTIES & RESPONSIBILITIES:

  • Support the establishment of the MELIA Platform and manage the dashboard
  • Support the migration of existing project level MELIA data into the MELIA Platform
  • Provide backstopping support to IWMI MELIA Team and Project Leaders on the development of project level MELIA plans.
  • Support the establishment of MELIA indicators into the MELIA Platform at the initiation of a new project.
  • Coordinate with MELIA team and Project Leaders on regular data updates into the MELIA Platform.
  • Collaborate with MELIA Platform Leads at ICARDA and WorldFish and contribute to the design and platform upgrades.
  • Develop the IWMI MEL Platform Operating Manual.
  • Support the delivery of MELIA training to MELIA Staff and Project Leaders.
  • Buildย ย  on the project proposal, establish an M&E system that ensures the ongoing collection and management of quality data throughout the life of the project.
  • Maintain a uniform and consistent data collection and reporting methodology and schedule and ensure consistent and timely application of all M&E systems and standards.
  • Participate in and coordinate the timely collection and analysis of all project performance data and information.
  • Introduce innovative data collection methods to improve data quality and efficiency.
  • Collate, consolidate with Project Leaders, Research Group Leader and Strategic Program Directors and prepare reports on the MELIA activities and processes as required for reporting.
  • Support the collection of qualitative and quantitative data on program results and impact and, based on this information and under the supervision of the MELIA platform Managerย ย  and MEL Lead, prepare and support preparation of reports in accordance with internal and external reporting requirements.
  • Maintain data management system for both qualitative and quantitative data in MELIA platform.
  • Propose methods to facilitate data collection and the flow of data within the activity output teams.
  • Assist project staff in identifying and highlighting achievements of objectives and outcomes.
  • Draft evaluation questionnaires as needed by different projects.
  • Contribute to the drafting of donor reports, case studies, best practices, lessons learned, and success stories.
  • Collecting the data from partner through Project Leader Develop and maintain a uniform and consistent data collection and reporting methodology and schedules.
  • Maintain data management system for both qualitative and quantitative data.
  • Closely work with Platform manager and execute the direction as appropriate.
  • Perform any additional tasks assigned by the MEL Lead.

    Requirements

    EDUCATIONAL QUALIFICATIONS & EXPERIENCE:

    Essential,

  • University degree, preferably in statistics, social sciences, science or a closely related discipline.
A minimum of four (04) years of highly relevant professional experience, preferably in a research or development organization. Experience with designing and using evaluation tools and methods such as surveys, interviews, focus groups, and research from secondary sources.

KNOWLEDGE, SKILLS & ABILITIES:

Essential

Strong ability to analyze and resolve problems. Advanced skills in Microsoft Office 365 applications (Excel, Word, PowerPoint etc.). Ability to demonstrate strong interpersonal skills, teamwork, pragmatism, and reliability in order to contribute effectively to the collaborative and dynamic work environment. Strong attention to detail. Excellent oral and written language skills in English, including effective listening and strong verbal and written communication abilities.

This is a nationally recruited position and only Sri Lankan nationals will be considered. The duration of the contract will initially be for a period of three years with the possibility of extension.
